Recommendation
By Minute Motion, approve the Palm Desert Police Department's request to
expend CAL Cops funds, not to exceed $6,180.00, for sending Palm Desert
Police Officers to various traffic collision investigations courses
(Riverside/Palm Desert/Sacramento, CA). Funds are available under the
CAL Cops Program (Account # 229-4210-422-3914).
Commission Recommendation
On September 14, 2011, the Public Safety Commission recommended the City
Council approve the expenditure of $6,180.00 in CAL Cops funds to send Palm
Desert Police Officers to the Various Traffic Collision Investigations Courses.
Background
The Palm Desert Police Department requests authorization to expend CAL Cops funds
in the amount of $6,180.00 to send Traffic Bureau Officers to various traffic collision
investigations courses as outline in their memorandum dated August 17, 2011.
In 2010, these officers investigated most of the 597 traffic collisions that occurred within
Palm Desert. Such investigations require expertise and training; therefore, the Traffic
Bureau members are required to attend progressive training courses. The Traffic
Bureau experienced moderate personnel turnover in recent years and new officers now
require such training.
The majority of courses will be held in Riverside at the Ben Clark Training Center, or in
Palm Desert at the College of the Desert. The Commercial Vehicle Enforcement Course
will be held at the CHP Academy in Sacramento, CA.

Fiscal Analysis
If authorized, the total cost for these various traffic collision investigations courses is
$6,180.00. The source of funding is CAL Cops Account No. 229-4210-422-3914. Please
note that the Police Department indicated that they will continue to receive CAL Cops
Funding this fiscal year. Therefore, funds are still available for the 2011 Holiday Theft
Suppression Program and are not in jeopardy by approving this $6,180.00 expenditure.

REQUEST
The Palm Desert Police Department maintains a fourteen officer Traffic Bureau. The
bureau consists of two sergeants, eight motor officers, two traffic/DUI officers, a
Commercial Vehicle Enforcement officer and one Community Service Officer II. These
officers investigated most of the 597 collisions that occurred in Palm Desert during 2010.
Investigation of traffic collisions requires expertise and training. In order to gain the
required level of proficiency and expertise, members of the Traffic Bureau are required to
attend progressive training courses. Officers start out attending a "basic" traffic. collision
investigation course and may eventually progress through to the "reconstruction" course
depending upon assignment and need. The Traffic Bureau has had moderate personnel
turnover in recent years and as such new officers require this training.
The Palm Desert Police Department requests authorization to expend $6,180.00 in CAL

2011 Commercial Vehicle Enforcement Course being held on October 20, 2011 through
October 24, 2011. The course is being held at the CHP Academy. There is no tuition to
attend this class. The only cost we would incur would be hotel, meal and travel expenses.
These costs are based on the maximum amount allotted per the County of Riverside Travel
policy.
Hotel: $2,390.00 based on 2 rooms @ $239 per night.
Meals: $975.00 based on $65 per day.
Travel:
Auto: $276.50
An estimated cost if we figure taking a patrol car, which may get 15 miles per gallon @
$3.95 per gallon, at an estimated distance of 1,050 miles (round trip) would be $276.50 (70
gallons of fuel).
Air: $990.00
Flight from Palm Springs - Sacramento via Alaska Airlines (cheapest through Expedia).
Additional cost may incur if the hotel chosen does not provide to and from taxi service
from the airport.
Total cost: $3,641.50 (vehicle) or $4,355.00 (air)
I feel this class would be a benefit to each these employees in their current position as a
member of the Palm Desert Traffic Team and would also be a great benefit to the City of
Palm Desert and Palm Desert Station.

Deputy Jamene Alderson has recently been assigned to the Traffic Services Team and I am
requesting she be sent to the Basic and Intermediate Traffic Collision Investigation, and
Radar/Laser (Lidar) training courses. Each of these training courses is being offered at the Ben
Clark Training Center. The Radar Operator is a 3-day (24 hours) course, beginning Monday,
September 12, 2011. The Laser Operator is a 1-day (8 hours) course, beginning Thursday,
September 15, 2011. The Basic Collision Investigation is a 5-day (40 hours) course, beginning
Monday, September 19, 2011. The Intermediate Traffic Collision Investigation is a 5-day (40
hours) course, beginning on Monday, October 17, 2011. Each of these training courses is
P.O. S.T. certified training courses and is refundable through P.0.S.T.

MUST BE A FULL TIME OR RESERVE PEACE OFFICER. Students must have
successfully completed the 24-hour POST Radar Operator Course.

ENROLLMENT:

INSTRUCTORS:
All instructors are experienced in their fields and are POST -certified.
CERTIFICATION: POST Plan IV. Total course fee: $35,00. To avoid being dropped from
enrollment, payment must be received two weeks prior to the start of class.
Payment should be made payable to Riverside County Sheriffs Department.
DRESS CODE Students must wear department -issued uniform or casual business attire. No

TRAFFIC COLLISION INVESTIGATION
OVERVIEW:
This traffic collision investigation course meets the requirements of 40600(a) of
the California Vehicle Code. Topics include traffic laws, collision investigation
report writing, scene management, skid mark diagramming, station -line method
and determining primary collision factors. The course includes practical
exercises.
