(Contract No. C31170) Background The City of Palm Desert was recently approached by CGI Communications (CGI) soliciting our participation in the Community Video Tour Book program. CGI has partnered with the National League of Cities and the US Conference of Mayors to provide a "no cost" video program to cities nationwide. The program includes the development and production of up to ten one -minute videos showcasing a community. These videos are placed as a link on the respective communities' website homepage. The program's intent is to provide informational videos that support tourism and economic development efforts. Video segments focus on a variety of topics such as quality of life, education, relocation, art and culture, recreation, area attractions, and an official city welcome. With the exception of several core video topics including the aforementioned City welcome and videos profiling quality of life, education, and relocation, video categories and content would be selected by the City. Participation in this program would support one of the goals of the recently approved Marketing Plan by incorporating more interactive content (video) on our tourism website. The program requires a two-year commitment that includes maintaining the video link on the City's website(s). No out-of-pocket costs exist and this would only require an initial commitment of staff time to provide assistance with video content and scripts. One of the conditions of this program that should be considered is the fact that approval would permit CGI to sell ads to Palm Desert businesses, which would allow those businesses' logos to appear on the perimeter of the screen during each video segment. The Video Tour Book link that would appear on the City's website homepage would be clearly marked with disclaimer language stating that online visitors are leaving the City's official website to view the videos. As part of the agreement, CGI also requires a letter of Staff Report Video Tour Book Program September 8, 2011 Page 2 of 2 introduction from the City on City letterhead advising potential advertisers of the City's involvement in the project. The City's internal and external website resources have been consulted about the program and expressed support. No additional cost will be incurred to incorporate this program into our website(s). Hundreds of cities and counties across the US and Canada have utilized CGI's services and a few examples have been attached for your review. Staff recommends approval of an agreement with CGI to provide an online video program based on the following: • Minimal 2-year commitment • Fulfills a marketing goal at no cost to the City • City retains approval rights of final product • Ads will not be directly placed on the City's website • Controls exist to regulate the types of businesses that advertise with the program • Videos can appear on the City's tourism and government websites • Additional City -developed video can be added to the program at no cost • CGI will provide a mechanism to enable us to track results Fiscal Analysis No financial impact exists beyond the investment of staff time in providing content contributions and program oversight. This Agreement shall automatically renew at the end of its term for a successive two (2) year period unless either panty gives written notice of its intention to terminate at least sixty (60) days prior to the end of the current term. Any termination or modification of this Agreement shall not take effect until the expiration of the current term. CGI Communications, Inc. and its eLocalLink division shall provide a Community Video Program as follows: • Website Welcome video from your Mayor or other civic leader and an Education, Quality of Life, and Real Estate/Relocation video (approx. 1 minute in duration) • Up to six additional videos to showcase various aspects of your community and/or organization (providing a total of ten: 1 minute community highlight videos) • Script writing and video content consultation • A videographer will come to your location to film videos • All aspects of video production and editing, from raw footage to final video including professional voiceovers and background music • Final draft of Community Video Program content subject to your approval • Patented OneClickTm Technology and encoding of all videos into multiple streaming digital formats to play on all computer systems, browsers, and Internet connection speeds; recognized player formats include WindowsMediaO and QuickTimeO • Store and stream all videos on CGI's dedicated server • Business sponsors allowed on the perimeter of video panels • Duration of sponsor participation will be one year and eLocalLink is solely responsible for annual sponsorship fulfillment including all related aspects of marketing, production, printing, and distribution • Viewer access of the Community Video Program from your website shall be facilitated by eLocalLink providing HTML source code for graphic link to be prominently displayed on the City website homepage as follows: "Coming Soon" graphic link designed to coordinate with existing website color theme to be provided within 10 business days of execution of this agreement; "Video Tour Book" graphic link to be provided to replace the "Coming Soon" link upon completion and approval of videos • CGI will provide the City of Palm Desert with a disclaimer that clearly states the online visitors are leaving the city's official website • eLocalLink will own copyrights of the master Community Video Program • City will assume no cost or liability for this project Program Add -On: • Encoding, hosting, and streaming of additional 5 minutes of video per month. Finished video content will be provided to CGI by City of Palm Desert The City shall provide or agree to the following: • A letter of introduction for the program on City's letterhead • Assistance with the content and script for the Community Video Program • The right of eLocalLink to use City's name in connection with the preparation, production, and marketing of the program set forth herein • The right to display the "Video Tour Book" link to be no less than 150 by 400 pixels prominently on the www,Qityofpalmdesertorg website homepage for the term of this agreement • In the event contract signatory changes, this Agreement shall remain valid until the agreed upon expiration/renewal date • Exclusive streaming video rights for the program described herein only This Agreement constitutes the entire agreement of the parties and supersedes any and all prior communications, understandings and agreements, whether oral or written. No modification or claimed waiver of any provision shall be valid except by written amendment signed by the parties herein.
