Wohlmuth, City Manager DATE: April 26, 2012 CONTENTS: City Council/City Manager Salary Survey, April 2012 Palm Desert City Council Compensation, December 1997-Present LA Times Article, "California city council compensation scorecard" Recommendation That the City Council provide direction on the manner in which the Council wishes to address Council salaries and City Manager salary. Executive Summary Following are options: Establish a Community Advisory Committee to review and recommend an appropriate compensation for Council Members and the City Manager. The Community Advisory Committee could be comprised of a former city manager, former council member, an attorney, a CPA, a PIO/media representative or member from a larger special district group, and a citizen at large from Palm Desert. 2. Establish a resolution forgoing future CPI increases until the combination of future CPI increase equals 25% for the City Council compensation. If said resolution is passed by July 1, 2012, the Council would receive 4% less salary for FY 2012/2013. 3. Direct staff to prepare a resolution cutting City Council compensation and City Manager compensation in an amount agreed upon by the majority of the Council. Staff Report City Council Salaries April 26, 2012 Page 2 of 2 Background At the City Council Study Session to discuss the Shopper Hopper, Energy Program, and Visitor's Center on February 9, 2012, Council Member Finerty suggested that the City reduce the Council compensation and the City Manager compensation in the FY2012/2013 budget. Upon review of the City Manager's performance in March, 2012, the City Council approved a three-year contract, but indicated that the Council may review the salary prior to the conclusion of the budget process. At the City Council Budget Session of April 4, 2012, the Council discussed the Council compensation and asked the item be discussed with a recommendation from the City Manager. On April 4, 2012, the City Council was presented with a balanced budget from the City Manager. In addition, Council was informed that twelve employees accepted the voluntary separation and three employees were involuntarily terminated due to reorganization, loss of redevelopment, and elimination of programs/projects. These actions, when calculated in the budget, will provide approximately a $2.3 million budget surplus. However, due to critically necessary positions retired as a part of the voluntary separations, the City Manager will recommend lifting the hiring freeze for certain positions and recruit for a few of the critical positions. The reorganization recommendations will be brought to the City Council at the April 23, 2012 City Council Budget Study Session. The budget surplus will be reduced by approximately $500,000 due to the recommended actions. Attached to the staff report, please find a summary of City Council/City Manager compensation in the Coachella Valley relative to population and General Fund Budget. Also attached is the LA Times "California city council compensation scorecard" and the City Council progress of salary increase by year.
