CALL TO ORDER Chairperson Snyder convened the meeting at 9:04 a.m. II. Art in Public Places Minutes May 16 2012 V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION — Mayor Pro Tem Bill Kroonen No report. B. PLANNING COMMISSION REPORT — Sonia Campbell No report. C. ARCHITECTURAL REVIEW COMMISSION REPORT — John Vuksic Mr. Vuksic reported that the Architectural Review Commission finalized the colors of the Southwest building located on Highway 111 next to the Blue Agave restaurant. The developer had it painted without prior approval of color. The building on the west end of El Paseo near Chico's and Escada is being remodeled with a fagade enhancement (Wolfgang Puck's restaurant will occupy that building). VI. CONSENT ITEMS HELD OVER None VII. NEW BUSINESS A. SELECT ONE SCULPTURE FOR PURCHASE BY THE CITY OF PALM DESERT FROM THE 2011/2012 EL PASEO INVITATIONAL EXHIBITION FOR PLACEMENT OF THE VACANT ART PAD ON EL PASEO JUST WEST OF HIGHWAY 74 Ms. Schwartz stated that it is not required that the City purchase an artwork from the El Paseo Invitational Exhibitions but there is a budget of $20,000 to purchase one from the 2011/2012 Exhibition. Staff would like to see one of the selected sculptures placed on the vacant pad on El Paseo just west of Highway 74 that had been poured approximately six years ago for the temporary program called Embracing the Desert. By placing a permanent sculpture on that pad, it would continue the line of art from the El Paseo Invitational Exhibition through the west end where El Paseo meets Highway 111. Ms. Schwartz stated 2 Art in Public Places Minutes May 16 2012 that she would like to potentially add a fourth docent tour to include the Palm Springs Art Museum in Palm Desert up to and possibly include some of the El Paseo Exhibition. At this time the pad is not lighted but staff would like to research solar lighting suitable for the artwork and pad. We have tried using solar lighting before but it did not work well. Staff presented, to the Commission, a selection of sculptures from the Exhibition that would work well for the vacant pad in terms of longevity and aesthetics. Staff selected One Woman by Peter Mangan, Ascension by Brian Carlson, Mohave Sails by Steve Rieman, Shapely Two by Jennifer Corio and Dave Frei, and Desert Melodies by Nancy Mooslin. Commissioner Darby asked that the Commission also consider Infinite Sun of the Coachella Valley by Charles Sherman. Ms. Schwartz asked that the Commission select a first and second choice sculpture that will be forwarded to Council for final approval at its meeting of June 14, 2012. It was moved by Commissioner Boren and seconded by Commissioner Darby to accept Desert Melodies by Nancy Mooslin as first choice and Ascension by Brian Carlson as second choice for purchase to place on the vacant pad on El Paseo west of Highway 74. Motion carried unanimously with Commissioner Bussing absent. Ms. Schwartz stated that she will take this item to Council for final approval at its meeting of June 14, 2012. B. CONSIDERATION OF ARTISTS TO BE INCLUDED IN CITY OF PALM DESERT'S ARTIST REGISTRY The following artists applied to be included in the City of Palm Desert's Artist Registry. John Dupree, Michael Esbin, and Zachary Oxman. The Commission would like to continue Michael Esbin's application to the meeting of June 20, 2012 as he only submitted one image and the Commission Members would like to see more. It was moved by Commissioner Boren and seconded by Commissioner Darby to include artist Zachary Oxman into the City of Palm Desert's Artist Registry and continue Michael Esbin's application to the meeting of June 20, 2012. Motion carried unanimously with Commissioner Bussing absent. Art in Public Places Minutes May 16 2012 VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Schwartz encouraged everybody to stop by the Community Gallery to see the current exhibition of Maria Hunt's work that was part of Desertscapes. Ms. Schwartz stated that she has met with all but two of the artists who are in next season's exhibitions and has gone on one studio visit. B. Docent Program Ms. Schwartz reported that the Docent Program is winding down for the season. There will not be a June tour as it was scheduled at the Library that is under renovation. C. Desertscapes Ms. Schwartz reported that Desertscapes was successful. She is sending out a questionnaire to all of the organizations that participated inquiring about the success of the various events that were held. XI. REPORTS AND REMARKS A. STAFF Ms. Schwartz reported that she received a preliminary proposal from the Westin at Desert Willow to create another artwork using the balance of their art fee. Steve Rieman created "Willow" for the Westin's public art component and will create the art for the upcoming project at the Westin. Ms. Schwartz reminded the Commission members that the Art in Public Places Commission meeting is dark in August. 4 Art in Public Places Minutes May 16 2012 Ms. Schwartz stated that she will be attending the Americans for the Arts Conference in San Antonio, Texas in June. She will try to purchase the Year in Review again and present it to the Commission at one of its meetings. She submitted the artwork by Paul Hobson that was created for the Aquatic Center to the Year in Review for an award. She will not know if the artwork received an award until she is at the conference watching the presentation. Ms. Schwartz noted that the stain that the artist used on the artwork at the Aquatic Center was not holding its color. The artist came out to restain it about a month ago and seems to be holding its color well. Ms. Schwartz discussed the Technology Policy with the Commission Members and asked that the Commissioners take note that they are not to be texting each other during the Art in Public Places Commission or City Council meetings. Ms. Schwartz announced that "R. Hero" by Karen and Tony Barone will be installed in front of The Historical Society of Palm Desert on May 23, 2012. B. COMMISSION MEMBERS Commissioner Darby commented that she attended the final film of the Public Art Film Series and felt that the explanation of Donald Judd's work put his art into perspective. Commissioner Boren asked if the two artworks by Jim Richardson that are located in front of Wells Fargo on Highway 111 and Monterey are permanently placed at that location. She commented that they did not stand out in front of the bank. Ms. Schwartz explained that "Danseur" by Jean-Louis Corby was originally in that location but was hit by a car and incurred major damage. Once it was repaired it was placed in front of City Hall, which left the location at the bank available for another piece of art. The artworks by Jim Richardson were originally at the Visitor Center but were removed when the Visitor Center relocated to El Paseo and San Pablo. Ms. Schwartz stated that those particular pieces can be moved if another site in need of artwork becomes available. 61 Art in Public Places Minutes May 16 2012 Commissioner Snyder complemented staff on a good job at the Community Gallery opening for Maria Hunt's show.
