Recommendation
By Minute Motion, direct staff to prepare correspondence to the Coachella
Valley Rescue Mission indicating that the City of Palm Desert cannot comply
in FY 2012/13 with their $25,000 funding request.
Backaround
The Coachella Valley Rescue mission has operated as a non-profit agency for the
needs of the homeless population in the Coachella Valley since 1971.
The CVRM completed construction of a new facility this year that was fully funded. In
cooperation with the County of Riverside, the CVRM provides meals and staffing to
accommodate up to seventy-five individuals per day annually. In addition to shelter and
food, the CVRM also provides case management services to anyone interested in
pursuing more permanent shelter arrangements.
CVRM emergency shelter services were fully funded by Riverside County in previous
years; however, they were recently notified of a substantial funding decrease, forcing
them to reduce their overnight shelter capacity. The CVRM sent correspondence
requesting Palm Desert's support of their Emergency Homeless Overnight Fund in the
amount of $25,000.
The City previously provided monetary support to the CVRM in 2009, when it donated
$25,000 to this agency in response to a fire they experienced. The City also contributes
$103,000 annually for the operation of Roy's Resource Center, the facility that Palm
Desert's homeless population likely utilizes.
Staff recommends that the City Council approve sending correspondence to the CVRM
indicating that the City of Palm Desert cannot comply in FY 2012/13 with their $25,000
funding request. The CVRM can submit an outside agency funding request for FY
2013/14, if the City continues this funding source.

Fiscal Analysis
Should the City Council approve the Coachella Valley Rescue Mission's request for this
funding, the $25,000 (or other determined amount) would have to be appropriated from
the Unobligated General Fund Reserves or the Council Discretionary Fund as this item
was not budgeted.

RE: Emergency Homeless Overnight Fund Request

We want to thank you for your past support of the Coachella Valley Rescue Mission. Our
new facility houses 150 people in our Program Shelter. We are in need of $25,000 from
each city in the Coachella Valley to continue operating our Overnight Program which
serves 75 additional people (men, women and children) each night.
History:
Since 1971, Coachella Valley Rescue Mission has been an oasis, a place of refuge for the
homeless and needy in our valley. We are a safe,haven, a place of rest and recovery for
the weary. We are a place where daily physical needs are met. The Mission is a 501 (c) 3
not for profit organization, incorporated in the State of California in 1971. An 11 member
volunteer Board of Directors governs the organization. The Board of Directors meets
monthly and establishes all organizational policy for the Mission. The Mission also
benefits greatly from hundreds of community volunteers.
Over the years the Mission has continued to meet the ever-growing needs of individuals
who, for a variety of reasons, have found themselves without the basic necessities of life.
A dedicated staff and volunteers serve more than 219,000 hot meals annually and
provides shelter to thousands of men, women, and children. Food, clothing, and showers
are also provided to those who do not shelter with us.
In 2012 we completed a brand new facility to fill the growing needs in the Coachella
Valley. The new facility is 100% paid for.
In cooperation with Riverside County, meals and staffing has been provided for up to 75
men, women and children 365 days/year. Every day at 4pm services begin with showers,
fresh clothing and a hot meal served prior to bedding down at 8pm. Breakfast is served at
6am and case management available to anyone interested in pursuing more permanent
shelter arrangements.
Problem:
CVRM Emergency Shelter services were funded 100% by County of Riverside in years
past. On June 19, 2012 CVRM was officially informed by the County our funding was
decreased substantially. Coachella Valley Rescue Mission is the only emergency
overnight shelter between Blythe and San Diego. In event CVRM does not receive
funding, we will be forced to limit our overnight capacity, forcing many people back to
the streets.
City of Palm Desert Residents:
Thousands of residents of Palm Desert have financially supported the Rescue Mission
during the past five years. We are appreciative of your city's resident's generosity and
are confident your residents would support your donation of $25,000.
Recommendation:
We appreciate your support in the amount of $25,000 to finance our Overnight Program.
Should you need additional information to make a decision, please let us know. Your
city response by August 31, 2012 is deeply appreciated.
