Commission Recommendation At its regularly scheduled meeting of July 18, 2012, the Art in Public Places Commission unanimously approved "Desert Windows" by Steven Rieman as the second public art component for the Westin Desert Willow with the condition that the developer work with the Landscape Division to ensure that the artwork is integrated properly into the planter area. Background In 2010, the Westin Desert Willow installed "Willow" by Steven Rieman as the first public art component for the location. The developer did not utilize the entire public art fee for "Willow", and decided to commission Mr. Rieman to create another piece of artwork for the property. The proposed artwork, "Desert Windows", is a twenty foot long sculptural mural that will be placed in the planter in the timeshare's main entry plaza near the "Willow" sculpture. The concept for the sculptural mural is inspired by the Desert's vast sky and its myriad of bird species that can be seen from our windows. It is a discrete Work that is in harmony with the plaza's landscape, architectural elements, and the previously installed sculpture. The new sculpture will be articulated by oval, round, and rectilinear lines that frame and are in juxtaposition to curvilinear bird forms. The entire piece will be fabricated from reflective stainless steel that will capture and mirror the colors that surround and pass by it. The mural will be mounted atop two, six inch diameter steel columns that are attached to concrete foundations within the planter's base. Fiscal Analysis The proposed cost of the public art for the Westin Desert Willow is $63,293.00. The Westin Desert Willow has paid $131,165.65 into the Art in Public Places Fund, $67,872.65 of which was utilized for the first sculpture, with the balance of $63,293.00 being designated for "Desert Windows". Upon approval and completion of the public art project, Westin Desert Willow will be allowed to be reimbursed up to the amount paid into the Public Art Fund. No General Fund money will be expended. The concept for the mural takes its inspiration from the desert's vast sky with its myriad of bird species large and small evident in flight from our windows. The mural is a vented screen that allows viewing through it and from both sides in its location in the planter on the west side of the plaza at the Westin's Desert Willow Villas. It is a discrete work that is in harmony with the plaza's landscape, architectural elements and with the "Desert Willow" sculpture that was installed in 2010. Stainless steel, oval, round and rectilinear lines will be in contrast to and frame the birds in flight within the curved/solar forms. The entire piece will be fabricated from reflective stainless steel that will capture and mirror the colors that surround it and pass by.
