Denial of the On May 10, 2012, the City Council approved $50,000 in Fagade Enhancement Program funding for the front elevation of the building located at 73-520 El Paseo (San Pablo Village). On May 29, 2012, the property owner also received Fagade Enhancement Program funding for the rear elevation improvements in the amount of $24,762. The property owner recently returned to the Planning Department and requested to revise the design of the front elevation, with more contemporary design features. The revised facade design and tenant improvements still consists of splitting the former Staff Report Approval of Revised FEP Design for 73-520 El Paseo Page 2 of 3 August 23, 2012 vacant restaurant building into a 4,380 sq. ft restaurant and a new 2,600 sq. ft. retail suite at the east end of the building. To the west of the restaurant, the remaining part of the building will be divided into three individual retail suites. The existing Trio business will occupy the suite adjacent to Starbucks. The proposed modern aesthetic ties through the entire building elevation block with the exception of Starbucks. Materials consist of painted stucco, ceramic tile, colored glass storefront windows, natural zinc, painted metal, wrought iron, white washed, tan stone veneer mixture with a light mortar wash, a `corten' steel plate feature, a cast stone cornice, metal shingles, metal awnings and a teak door. The elevations step up and down in height, but the highest measurement on the submitted drawings illustrates a building height of 23'-4". The proposed restaurant space is on the property line as previously approved. The various suites range in setbacks from 1'-3" to more than 4'-0". New, flat metal awnings protrude past the property line 2'-0" to 8'-0". The proposed improvements will modernize the building with contemporary features at an estimated construction cost between $700,000-$800,000. The rear facade improvements remain the same as previously designed, approved and funded at $24,762. FEP Eligibility: The proposed facade enhancement project has a linear frontage of 80 feet. The current guidelines for the Facade Enhancement Program (FEP) allow for standard sized lots (60-foot frontage, 12,000 square feet) to receive consideration for half the cost of improvements to a maximum of $40,000. Larger than standard -sized FEP projects are eligible for additional consideration funds based on $5,000 per each 10 feet of additional frontage above 60 feet, with a maximum cap of $75,000, subject to City Council approval. The size of this property makes it eligible for FEP consideration funds to $50,000. Committee Reviews: On July 24, 2012, the Architectural Review Commission approved the revised design, subject to the design of the awnings, signage, and final construction drawings returning for approval. On May 29, 2012, the City Council approved $24,762 for the rear facade improvements. These funds are programmed in this fiscal years' budget. Staff recommends approval of the revised front elevation design for this project. Funds are available in Account No. 400-4800-454-3875.
