REQUEST: AUTHORIZATION TO BID TWO SHADE STRUCTURES AT THE
PALM DESERT AQUATIC CENTER.

Recommendation
By Minute Motion, authorize staff to bid two shade structures at the Palm
Desert Aquatic Center (PDAC). Funds are available in Park Fund Capital
Account No. 233-4549-454-4001
Parks & Recreation Commission Recommendation
On several occasions staff has indicated to the Parks & Recreation Commission that
shade is the number one sought after amenity at the PDAC. Staff has proposed several
ideas of where shade could be accommodated at a reasonable expense. At the
Commission meeting of October 2, 2012, staff proposed the idea of placing two 20'x30'
shade structures at the north and south ends of the center turf area. Staffs
recommendation seemed to be a "best bang for the buck" way to produce ample shade
at the PDAC. The Commission agreed that this was a logical place for the shade to
occur.
Backaround
Staff has looked at numerous plans to provide summer users additional shaded areas.
Estimated costs are ranging from $40,000-$100,000 depending on the complexity of the
structure. Staff was extremely pleased with the four -post system that was installed near
the concessions stand. These structures are very attractive, cost effective, and provide
excellent shading.
Concurrently with the discussion of additional shading, staff has been struggling with the
turf in the center section of the pool. Wear patterns are very heavy from summertime
swimmers traveling between the lap pool and recreation pool. Staff is proposing to remove
some turf on the north and south sides of this center section to make way for the proposed
shade structures (see attached layout). Once the shade structures are installed, concrete
would be installed beneath to complete the patio. YMCA staff will utilize existing site
furnishings in these areas.

Staff anticipates the expenses for these improvements as follows:
(2) 20' x 30' Shade Structures: $25,000.00
(2) Concrete Flat Work: $20,000.00
Landscape Modifications: $ 3,500.00
$48,500.00
This project will occur in phases, beginning with the landscape removal and irrigation
modifications. Next the shade structures will be installed, followed by the concrete flat
work. The City's purchasing policy allows staff to post bids for five days, in amounts less
than $25,000.00. Staff does anticipate that all trades individually will be below that
threshold and would be awarded through the normal bidding process. Because this project
was not specifically listed in our CIP budget for the PDAC, staff wanted the Council's
authorization to bid this project. Staff is requesting approval to move forward with this
project now so it can be completed in the winter and ready for the next spring/summer
season.
Fiscal Analysis
Staff is requesting to use Park Funds associated with the original construction of the
PDAC which were not utilized.
