Recommendation
By Minute Motion:
1. Authorize the City Manager to award a contract to Union Tree & Palm Tree
Service, Cathedral City, California, in the amount not to exceed $36,000 for
the pruning of the palm tree skirts located along the Desert Willow perimeter.
2. Appropriate $36,000 from Fund 441 Desert Willow Drive Repair Maintenance
Street/Parks/Medians.
Background
Historically all palm trees located within the Desert Willow Golf Resort and the street perimeters
have remained un-pruned (natural) to add to the desert oasis feel of the golf resort. As the palm
trees have matured over the last fifteen years, the old palm tree fronds (skirts) have remained
attached to the palm tree, and allowed to overhang down the trunk of the palm tree. In most
cases the skirts have grown down near the bottom of trunk and within arms' reach.
Over the last several months, Desert Willow Golf Resort has experienced five independent palm
tree fires located on the Firecliff golf course (see attached map). The fires occurred near the
perimeter block wall, located along the Portola Avenue, Frank Sinatra Drive and Cook Street
frontages. The fires appear to have been set to individual palm tree skirts and the fires have
spread to adjacent palm trees. Over 30 palm trees, dozens of shrubs and trees have been
damaged as a result of the five fires. Both the Fire and Sheriff Departments are continuing their
investigations.

In order to address the health and safety concern and prevent additional damage to the
property, staff proposes to prune the palm tree skirts on those palm trees located near existing
structures (i.e. irrigation pump stations and Residence Inn) and along the perimeter of the golf
course walls. There are approximately 200 palm trees located on the perimeter of the golf
course ranging from 10-35 feet in height.
With the help of the Landscape Department, on November 21, 2012, staff received bids for the
removal of palm tree skirts for 200 palm trees. Two bids were received from tree pruning
vendors.

After review of the bids, Union Tree and Palm Tree Service, based in Cathedral City, California,
was the lowest responsive bidder. Staff recommends that the City Council authorize the City
Manager to contract with Union Tree in the amount not to exceed $36,000.00 for the removal of
palm tree skirts on 200 palm trees.

REQUEST FOR PROPOSALS
PUBLIC NOTICE IS HEREBY GIVEN that the City of Palm Desert ("CITY") invites
proposals to provide pruning 200 Washingtonia Filifera Palm Trees (Skirts Only) ranging
between 15-45 feet brown trunk height, located at the Desert Willow Golf Resort, along the
perimeter wall. The pruning of approximately 50 palm trees on the golf course side of the
wall will require the use of small vehicles to access the interior of the golf course, along golf
cart paths. Proposals will be received via fax (760) 341-6372 or in person to:

In accordance with California Labor Code Sections 1770, 1773, 1773.1, 1773.6 and 1773.7
as amended, the Director of the Department of Industrial Relations has determined the
general prevailing rate of per diem wages in accordance with the standards set forth in
Section 1773 for the locality in which the Work is to be performed. In accordance with City
Ordinance No. 859, this project shall not require prevailing wage payments. Any contract
entered into pursuant to this notice will incorporate the provisions of the State labor Code
except that this project be subject to prevailing wage law (Labor Code Section 1770, et.
seq.) A copy of said wage rates can be obtained by accessing the Department of Industrial
Relations website at: www,dir.ca.gov/DLSR/statistics research.html or by contacting the
District Office at 464 West Fourth Street, San Bernardino, California 92401.
The work to be done consists of furnishing all materials, equipment, tools, labor, tax, and
incidentals as required to perform the above stated service, including traffic control, if
necessary. At the time of bid, the Contractor shall possess a C-27 or D-49 license, ISA
Arborist certification, City of Palm Desert Business License. Contractor shall provide proof
of insurance, per the attached specifications. A no fee encroachment permit is required. All
green waste is to be recycled at a Riverside County licensed compost facility.
