REQUEST: REJECT ALL BIDS FOR CONTRACT NO. C32330 FOR THE 2013
CITYWIDE TREE PRUNING PROGRAM (PROJECT NO. 932-13)
AND AUTHORIZE STAFF TO RE -BID THE PROJECT

Recommendation
By Minute Motion:
1. Reject all bids for Contract No. C32330 for the 2013 Citywide Tree
Pruning Program (Project No. 932-13); and
2. Authorize staff to re -bid the project.
Background
On November 2 and 8, 2012, staff advertised a Notice Inviting Sealed Bid for the 2013
Citywide Tree Pruning Program. Three bids were received and on November 20, 2012,
the bids were opened and publicly read aloud. The results are as follows:

West Coast Arborists, Inc. Anaheim, CA $103,960
TreeRite Bermuda Dunes, CA $145,000
The apparent low bidder was The Original Mowbray's Tree Service, Inc., and the next
low bidder was West Coast Arborists, Inc. Staff reviewed both bids and found them to
be non -responsive. The contract specifications required the bidder to have completed
three similar municipal projects within the last five years, with two of those projects
including pruning desert palette trees. Neither company's bid documents indicated that
they had met these requirements. In addition, the arborist listed in Mowbray's bid was
shown on the ISA website as having his arborist's ISA certification registered to another
company, and he is not listed as a sub -contractor in their bid documents.

The third bidder was TreeRite, a division of Vintage Associates, Inc., and their
documentation was reviewed by staff and appears in order; however, their bid price is
considered excessive.
Fiscal Analysis
There is no fiscal impact to the City at this time.
