2. Open the Community Development Block Grant (CDBG) Application Process for
FY 2013/2014.
No further action is required at this time.
Background
The City's Community Development Block Grant (CDBG) is entering its eleventh (11th)
year as a Direct Entitlement Jurisdiction with the U.S. Department of Housing and
Urban Development (HUD). In order to commence with development of the City's FY
2013/2014 One -Year Action Plan and accept applications for the upcoming year, City
Council must conduct a public hearing to receive comments from the general public.
This process will officially open the FY 2013/2014 (39th Year) Cycle that will culminate
with recommendations for grant awards by the Outside Agency Funding Committee to
City Council as well as approval of the One -Year Action Plan.
Until the U.S. Department of Housing and Urban Development (HUD) approves the
Federal budget, staff will not know the City's actual FY 2013/14 allocation. Since
jurisdictions are required to commence with their annual process regardless of whether

or not the Federal budget has been approved, HUD recommends that cities move
forward with the annual process and base their funding on the previous year's
allocation. As a result, staff is moving forward with the annual process and estimating
the FY 2013/14 CDBG funding level to be $283,181.00, which was the FY 2012/13
allocation. If the City is not notified of its allocation prior to grant award
recommendations to City Council, awards will be modified as outlined by the Outside
Agency Funding Committee.
Letters were mailed to 103 organizations (list attached) on the City's CDBG mailing list
as prospective sub -recipients. Potential sub -recipients were informed that the CDBG
application is available on the City's website or by contacting the City to request that a
hard copy be mailed. Included with the letter were a copy of the Notice of Public
Hearing for December 13, 2012, and the Needs Assessment, which allows
organizations and agencies an opportunity to attend the City Council meeting to make
comments or to submit written comments by means of the Needs Assessment. In
addition, a copy of the Community Meeting Notice scheduled for January 11, 2013, was
also sent. Those present at the City Council meeting and Community Meeting will be
able to provide input on projects and programs that address community needs in the
short and long-term and on the development of the One -Year Action Plan.
All CDBG applications will be accepted and reviewed by the Outside Agency Funding
Committee and submitted to City Council for final review and approval. The deadline for
application submittal is February 8, 2013.

NOTICE OF PUBLIC HEARING
ON THE CITY OF PALM DESERT'S
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
(39th) FY 2013/14 CYCLE
NOTICE IS HEREBY GIVEN THAT a public hearing will be held by the City of Palm Desert to
receive public input and recommendations pursuant to the Housing and Community Development
Act of 1974 as amended regarding the development of the Community Development Block Grant
(CDBG) FY 2013/2014 One -Year Action Plan. The City is in the process of considering
proposals for FY 2013/2014 Community Development Block Grant (39th Year) Entitlement Funds
and receiving public comment pursuant to the City's Citizen Participation Plan.
The City will hold its first public hearing on December 13, 2012, at 4:00 p.m. or thereabouts to
accept public comment related to the Community Development Block Grant (CDBG) Program
and related items stipulated herein. Anyone interested in participating in the development of the
Plan is encouraged to attend the meeting or contact the City staff person designated below. The
City Council will also open the grant application process to consider proposals for FY 2013/2014
Community Development Block Grant (39th Year) Cycle and receive public comment relative to all
items pursuant to the City's Citizen Participation Plan process. The hearing will be held in the
Palm Desert Civic Center, Council Chambers located at 73-510 Fred Waring Drive, Palm Desert.
The City, as part of the current Consolidated Plan process completed a Needs Assessment which
is available to assist in providing public comment for those that may not be able to attend the
meeting. If desired, a copy may be requested from the City of Palm Desert's Special Programs
Department.
Projects that are eligible to receive funding are those, which benefit the very low to low, and
moderate -income population within the community such as seniors, developmentally disabled,
victims of domestic violence, homeless, etc. Programs and projects such as park development,
public facilities development or repairs, recreational facilities, housing, and community service
programs are eligible. Funds are awarded based on the following breakdown (1) 65% of CDBG
funds are awarded to capital improvement and housing types projects; (2) 15% is awarded to
community service programs; and (3) 20% administrative.
If anyone would like to make a presentation to City Council may do so and should be present at
the December 13, 2012, City Council meeting starting at 4:00 p.m.

contacting Frankie Riddle at (760) 346-0611, ext. 331, or upon written request to the City of Palm
Desert, Attn: Frankie Riddle, 73-510 Fred Waring Dr., Palm Desert, CA 92260. APPLICATIONS
MUST BE SUBMITTED TO THE CITY NO LATER THAN FRIDAY, FEBRUARY 8, 2013, BY
5:00 P.M.
THE CITY COUNCIL WILL CONSIDER PUBLIC COMMENT AND REQUESTS FOR
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING AT ITS MEETING OF THURSDAY,
DECEMBER 13, 2012, AT 4:00 P.M. OR SOON THEREAFTER.
All interested parties should attend the City Council Meeting of December 13, 2012, at 4:00
p.m. or soon thereafter to present ideas and proposals for the City's use of the 39th Year

NOTICE OF PUBLIC HEARING
ON THE CITY OF PALM DESERT'S
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
(39th) FY 2013/14 CYCLE
NOTICE IS HEREBY GIVEN THAT a public hearing will be held by the City of Palm Desert to
receive public input and recommendations pursuant to the Housing and Community Development
Act of 1974 as amended regarding the development of the Community Development Block Grant
(CDBG) FY 2013/2014 One -Year Action Plan. The City is in the process of considering
proposals for FY 2013/2014 Community Development Block Grant (391h Year) Entitlement Funds
and receiving public comment pursuant to the City's Citizen Participation Plan.
The City will hold its first public hearing on December 13, 2012, at 4:00 p.m. or thereabouts to
accept public comment related to the Community Development Block Grant (CDBG) Program
and related items stipulated herein. Anyone interested in participating in the development of the
Plan is encouraged to attend the meeting or contact the City staff person designated below. The
City Council will also open the grant application process to consider proposals for FY 2013/2014
Community Development Block Grant (39th Year) Cycle and receive public comment relative to all
items pursuant to the City's Citizen Participation Plan process. The hearing will be held in the
Palm Desert Civic Center, Council Chambers located at 73-510 Fred Waring Drive, Palm Desert.
The City, as part of the current Consolidated Plan process completed a Needs Assessment which
is available to assist in providing public comment for those that may not be able to attend the
meeting. If desired, a copy may be requested from the City of Palm Desert's Special Programs
Department.
Projects that are eligible to receive funding are those, which benefit the very low to low, and
moderate -income population within the community such as seniors, developmentally disabled,
victims of domestic violence, homeless, etc. Programs and projects such as park development,
public facilities development or repairs, recreational facilities, housing, and community service
programs are eligible. Funds are awarded based on the following breakdown (1) 65% of CDBG
funds are awarded to capital improvement and housing types projects; (2) 15% is awarded to
community service programs; and (3) 20% administrative.
If anyone would like to make a presentation to City Council may do so and should be present at
the December 13, 2012, City Council meeting starting at 4:00 p.m.
Applications are now available through the City's website at www.citvofoalmdesert.org, by
contacting Frankie Riddle at (760) 346-0611, ext. 331, or upon written request to the City of Palm
Desert, Attn: Frankie Riddle, 73-510 Fred Waring Dr., Palm Desert, CA 92260. APPLICATIONS
MUST BE SUBMITTED TO THE CITY NO LATER THAN FRIDAY, FEBRUARY 8, 2013, BY
5:00 P.M.
THE CITY COUNCIL WILL CONSIDER PUBLIC COMMENT AND REQUESTS FOR
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING AT ITS MEETING OF THURSDAY,
DECEMBER 13, 2012, AT 4:00 P.M. OR SOON THEREAFTER.
All interested parties should attend the City Council Meeting of December 13, 2012, at 4:00
