Wohlmuth, City Manager DATE: December 13, 2012 Following are meetings held with groups, residents, and/or businesses for the period November 5 — 30, 2012: Nov 5 Coordination of Development Services Monthly meeting to discuss coordination of services between Building and Safety, Planning, and Public Works. Executive Management Meeting Weekly meeting with the Management Team. Meeting with Planning Staff to View Photos of Banner for 111 Town Center and CVWD Tree The remodel of the 111 Town Center and the new tenants (Nordstrom Rack and Whole Foods) will require some re -landscaping, and the developer desires to place tenant signage on the back of the remodeled center for visibility from parts of Highway 111. In order to accommodate the signage, tree pruning and some tree removal is necessary. Citv Council Compensation Ad Hoc Citizens' Committee Meeting At the request of the Council, I met with the City Council Compensation Ad Hoc Citizens' Committee to discuss my recommendation and the Committee's recommendation. The Committee heard my thoughts and reasoning and ultimately voted to maintain its recommendation. NSWA Nov 9 Gonsalves & Son "City Manager's Day" in Sacramento Attended the Gonsalves & Son "City Manager's Day." The City lobbyist in Sacramento warned the City Managers of the potential of the State taking more local revenues, such as regionalizing our one -cent sales tax. On a positive note, I was able to discuss former RDA public purpose land with the head of the State RDA dissolution director. Also discussed the recent fires and cleanup and capital improvements such as well pumps and golf cart paths. Executive Management Meeting Weekly meeting with the Management Team. Meeting with City Staff to Finalize 11/15/12 Successor Agency Study Session Presentation Regarding Bond Indebtedness Met with Finance, Economic Development, and Housing staff to go over the Agenda and strategy for the City Council Study Session on Capital Improvements/Land/Bonds of the former RDA. Nov 14 Meetinq with Captain Kevin Vest. Lt. Bill Sullivan. and Citv Staff Regarding Cove Communities Cost Split Formula Palm Desert Police and the Cove law enforcement agencies are proposing hiring a Forensic Technician to be shared by Palm Desert, Indian Wells, and Rancho Mirage. We discussed an appropriate cost sharing formula. Meeting with City Staff Regarding Recruitment for Building Inspector I Position Reviewed the current workload, budget, and trends for building and safety inspections with Human Resources and the Director of Building and Safety. It was determined that the workload, revenues, and future inspections would justify another inspector. Public Safety Commission Meeting Attended the Public Safety Commission meeting. Nov 15 Meetinq at CalTrans with Mark Greenwood and Mr. Muallem Mark Greenwood, Bo Chen, and I met with the new CalTrans District 8 Director to update CalTrans on the schedule for the Monterey Avenue/Interstate 10 new on-ramp/off-ramp. Successor Agency Study Session Discussed property, loans, bonds, and capital improvement projects with the Successor Agency to the Palm Desert RDA. City Council Meeting Staff Report Informational Item: City Manager Meeting Summaries (November 5 — 30, 2012) Page 3 December 13, 2012 Nov 16 Meetina with Mayor Spieael, Mayor Pro Tern Kroonen, and City Attorney Weekly meeting to discuss citizen concerns and address issues brought up during the week. Meetina with Rob Bernheimer and City Staff Reaardina Desert Willow Resort Condominium Association — Project Amenity Fee Discussed the calculation of the Starwood Desert Willow Project Amenity Fee (PAF) with City staff, RDA Counsel, and Rob Bernheimer, representative of Starwood HOA. The primary discussion relates to the CPI increase on the PAF. Meetina with Human Resources Manager Lori Carney and Public Works Director Mark Greenwood Reaardina a Personnel Issue Discussed the replacement strategy for a retired employee. Meetina with a City of Palm Desert Employee Reaardina a Personnel Matter Discussed a personnel matter with a supervisor. Saturday Nov 17 A Miracle on El Paseo 2012 to Benefit Bighorn BAM Attended the Bighorn BAM on El Paseo. The attendance seemed to be very good. Nov 19 Conference Call with Human Resources Manager Lori Carney, Public Works Director Mark Greenwood, and JPIA Reaardina a Personnel Matter Discussed a Worker's Compensation current case. Redevelopment Transition Team Meetina Continue to plan and organize the dissolution of Palm Desert RDA. Executive Management Meetina Weekly meeting with the Management Team. CVAG TAC Meetina Attended the CVAG TAC (City Managers). Primary issue was the La Quinta TUMP calculation. Meetina with City Staff, City Attorney, Representatives of Palm Springs Art Museum (PSAM), and Bob May of JPIA Reaardina Safety Issues Discussed the sharing of insurance and any possible safety issues. Staff Report Informational Item: City Manager Meeting Summaries (November 5 — 30, 2012) Page 4 December 13, 2012 Nov 20 16th Annual Peace Officer and Public Safety Luncheon at Hyatt Regency Indian Wells Attended the Annual Peace Officer and Public Safety Luncheon with other Palm Desert City staff and Councilmembers. Meeting with City Staff Regarding Larkspur Hotel Met with the Larkspur Hotel proposer and our financial consultant. Nov 26 Executive Management Meetina Weekly meeting with the Management Team. Aquatic Center Committee Meeting Discussed the October revenues and expenditures for October 2012 and plan for capital improvements to the Aquatic Center. Emplovee Evaluation Attempting to keep current with my nearly 20 evaluations per year. Nov 27 Audit. Investment & Finance Committee Meetina Attended the Audit, Investment & Finance Committee meeting. Meeting with Tom Cullinan Reaardina Cell Tower A rock cell tower has been proposed at Stone Eagle. We attempted to work out location and to minimize impact. Nov 28 Palm Desert Country Club LLD/CFD Meetina with Developer. Wildan and Citv Staff Palm Desert Country Club owner is considering means to maintain viability of the golf course. Reviewed the assessment district law with City Attorney and Wildan, who handles the City's assessment districts. Meetina with George Argyros and City Staff Reaardina 2013 Greek Festival The Greek Festival will be held in late February 2013. Mr. Argyros is preparing the application for a permit. We have worked with the church and Mr. Argyros on amplified music and parking. Meeting with Mark Greenwood and David Hermann Reaardina Citizen Complaints about Traffic Noise at Two Different Locations (at Tamarisk Row and Portola/Frank Sinatra) Discussed the response letter to citizen complaints about road noise. I agreed to sponsor the event and purchase two tables for Council and staff to attend. Meetina with Councilmember Jean Benson and City Staff Reaardina Portola Community Center Staff is continuing to work on supervision and leasing of the Portola Community Center. Meetina with Russell Grance Reaardina Mario's Restaurant Tenant Improvement Permit The Health Department of Riverside County is two weeks backlogged on plan check for restaurant permits. Until Mario gets his Health permit, the City cannot issue the Tenant Improvement Permit. This was explained to Mario. Nov 29 Meetina with Rudy Herrera and City Staff Reaardina Park Fees for Villa Portofino Discussed a fair park fee for the Villa Portofino project with staff and the developer. Nov 30 Meetina with City Staff Reaardina Silver Spur Trash The Silver Spur Mobile Home community is behind on payments to Burrtec. Discussed a strategy to get the owner to comply with our Municipal Code and Franchise Agreement. Meeting with Mayor Spiegel and City Attorney Weekly meeting to discuss citizen concerns and address issues brought up during the week. Meetina with Andy Vossler Reaardina Property on Portola Avenue between Country Club and Frank Sinatra Outside Desert Willow Wall Mr. Vossler is interested in land owned by the former RDA.
