CITY OF PALM DESERT HUMAN RESOURCES DEPARTMENT STAFF REPORT REQUEST: Amend Resolution No. 2012- 53, identifying the City's allocated positions by creating a new classification of Clerical Assistant, Salary Grade 90. SUBMITTED BY: Lori Carney, Human Resources Manager DATE: December 13, 2012 CONTENTS: Resolution No. 2012-80 Salary Schedule Revised Exhibit "A" Recommendation: Waive further reading and adopt Resolution No. 2012-80 ; amending Resolution No'. 2012-53, creating a new classification of Clerical Assistant, Salary Grade 90. Executive Summary: Staff is requesting that a new classification of Clerical Assistant, Salary Grade 90 be created. This position will be the new "entry level" in our clerical series and allow us to fill vacancies at a lower cost. There is currently a vacancy in the Public Works Department in the classification of Sr. Office Assistant and staff recommends that the position be filled at the new lower classification. Background: The recent promotion of the Sr. Office Assistant in Public Works has created a vacancy in the clerical support for the department. This position is currently allocated and budgeted at the Sr. Office Assistant level. Each time a position is vacated a process of review takes place to make sure the replacement position is appropriate to the current needs of the City. Resolution NO. 2012-80 Staff Report Amend Resolution 2012-53, creating Clerical Assistant Classification December 13, 2012 Page 2 of 2 Administrative support and clerical work have been changing over the last several years. New tools and technological resources are available which make many tasks less complex and "production typing" is a thing of the past. Staff has been evaluating the clerical needs of the City and determined that this is an appropriate time to revise the entry level into the clerical series. Due to our long term hiring freeze it would be inappropriate to consider any of our Office Assistant 1/11 incumbents as "entry level". Staff conducted a review of similar positions in the County of Riverside and used federal and county statistics to determine that our incumbents are appropriately compensated for a full working knowledge of office and clerical procedures. Minor adjustments are being made to the job descriptions of current classifications to ensure that tasks are appropriately distributed across the series. In particular, transcription of routine advisory committee meetings can be suitably handled by lower level staff. Fiscal Analysis: The fiscal impact varies depending upon the time of hire, however it is anticipated that the City will see a minimum of $7,500 in salary savings annually.
