CITY OF PALM DESERT DEPARTMENT OF COMMUNITY DEVELOPMENT STAFF REPORT REQUEST: APPROVE AND ADOPT RESOLUTION NO. 2012- 08 , A RESOLUTION OF THE CITY OF PALM DESERT AMENDING THE BYLAWS OF THE CITIZENS' SUSTAINABILITY COMMITTEE SUBMITTED BY: Missy Wightman Assistant Planner DATE: February 9, 2012 CONTENTS: Resolution No. 2012- 08 Recommendation Approve and adopt Resolution No. 2012- 08 , a resolution of the City of Palm Desert City Council amending the bylaws of the Citizens' Sustainability Committee; and appoint Susan Rosenberg, David Mourhess, and Dean Gaton to the Committee. Discussion On January 26, 2012, the City Council made the decision to consolidate the Energy Committee and the Citizens' Sustainability Committee (CSC) by adding four new members to the CSC increasing membership from nine members to thirteen members. City Council has chosen Susan Rosenberg, David Mourhess, and Dean Gaton as the newly appointed CSC members. Susan Rosenberg will fill the vacancy of the unfulfilled term of Joseph Norbeck through December 31, 2014. New members will be sworn -in by the City Clerk at the next meeting. The terms of the other appointees will be determined at random in two-, three-, and four-year intervals. Two vacancies will remain until new members are appointed by the City Council. Staff recommends approval of the proposed resolution amending the number of committee members and increasing the frequency of meetings per year up to a bi-monthly basis due to the increased scope of the combined committee. The attached amended bylaws supersede Resolution 2011-46 in its entirety. The Citizens' Sustainability Committee shall have the authority and responsibility to review Resolution No. 2012-08 staff reports and recommendations from City staff, offer comment and feedback, and help develop appropriate policies and actions to meet the Plan's goals; and WHEREAS, accurate and permanent records of the action of the Committee will be kept, and such records will have the same status as records of other committees and/or commissions of the City; and WHEREAS, each May the Citizens' Sustainability Committee will elect one (1) of its members to serve as chair and one (1) of its members to serve as vice -chair for service during the subsequent calendar year. The Chair and Vice -chair will serve at the pleasure of the Committee. The Committee may adopt such rules and regulations as it deems necessary to provide for its other officers and their method of selections, and for other matters relative to its work and administration. I am a Certified Hazardous Materials Manager and specialize in the Indoor Environment. While not LEED certified yet, I am very familiar with the building and certification process and requirements. I have been recycling materials at home and in business for 20 years. I would like to see more solar panels installed on older condos like ours. I have toured the local wind combine plants and strongly support renewable energy. I work for a small business and can also bring experience in cost control. The company I work for, Executive Environmental, supports recycling in the office; carpooling; teleconferences and permits me to work from home three days a week, saving lots of gasoline. I regularly attend Green School Conferences in California and work with nearly 200 school districts through my employer. Schools can be a high energy user, but there are many ways to reach a zero net energy goal. I understand how PM10 affects our valley as well as light pollution that affects our night skies. I was honored to be able to address the Council in regards the plastic bag situation. Being a strong advocate of recycling, my family and I tend to have more recycling materials on the curb each week, than we do "traditional" trash. We are striving to reduce, reuse and recycle wherever possible. While earning my M.S. in Health Care Management, I developed and instituted a hospital -wide recycling program. I enjoyed seeing the employees, visitors and patients recycling! At the above mentioned City Council meeting, I was encouraged to apply for the Sustainability Committee, as the Committee is addressing the plastic bag situation.
