PRESENTATIONS A. Presentation of City of Palm Desert's Community Services Officer II Crime Prevention Personnel MEETING MINUTES PUBLIC SAFETY COMMISSION MEETING December 14, 2011 Sgt. Reynolds introduced Stacy Austin, Community Services Officer II Crime Prevention and Candy Munoz, Community Services Officer II Crime Prevention. One of the responsibilities of the officers is to conduct seminars throughout the community, and they recently held a very successful Crime Free Multi Housing Seminar on December 7 at Villa Del Sol. V. CONSENT CALENDAR A. Minutes of the Public Safety Commission Meeting of November 9, 2011. B. Palm Desert Specialized Units End of Month Reports for October and November 2011. C. Palm Desert Fire Services Monthly Report for October 2011. Motion by Commissioner Kirkwood to approve the Consent Calendar as presented, seconded by Commissioner Nethery, unanimously approved. VI. CONSENT ITEMS HELD OVER None. VII. NEW BUSINESS A. Information on the Office of Traffic Safety (OTS) Sobriety Checkpoint Mini -Grant Program for 2011-2012 (Grant No. SC12302) in the amount of $68,800. Stephen Aryan commented that Palm Desert was the only city within the Palm Desert Sheriffs Station operational area to receive this grant award. The goal of the Sobriety Checkpoint Mini -Grant Program is to reduce the number of victims killed and injured in alcohol involved crashes in participating cities. The Palm Desert Police Department will conduct a total of twelve sobriety checkpoints within the City. 2 MEETING MINUTES PUBLIC SAFETY COMMISSION MEETING December 14, 2011 Motion by Commissioner Kirkwood to receive and file this report seconded by Commissioner Luhring, unanimously approved. B. Update on the City of Palm Desert's Local Hazard Mitigation Plan Revision. Stephen Aryan reported that the City of Palm Desert is in the process of updating its current Local Hazard Mitigation Plan (LHMP). The Disaster Mitigation Act of 2000 (DMA), commonly known as the 2000 Stafford Act amendments, was approved by Congress on October 10, 2000. The DMA 2000 emphasizes greater interaction between State and local hazard identification, mitigation planning, and other mitigation activities. The City of Palm Desert's LHMP provides a list of mitigation activities that may assist the City in reducing risk and preventing loss from future hazard events. It has been demonstrated that hazard mitigation is most effective when based on an inclusive comprehensive, long-term plan that is developed before a disaster actually occurs. City of Palm Desert staff anticipates completing this update in December/January and will forward it to the Riverside County Office of Emergency Services, to be included as part of a multi -jurisdictional LHMP submitted to the California Emergency Management Agency. Motion by Commissioner Luhring to Receive and File the report, seconded by Commissioner Nethery, unanimously approved. VIII. CONTINUED BUSINESS None. IX. OLD BUSINESS None. X. REPORT ON CITY COUNCIL ACTION(S) None. 3 MEETING MINUTES PUBLIC SAFETY COMMISSION MEETING December 14, 2011 XI. REPORTS AND REMARKS A. Citizens on Patrol Program Monthly Report for November 2011 Stephen Aryan reported that the Citizens on Patrol continue to do a great job. Commissioner Kirkwood asked about the recent shredding event. Mr. Aryan will ask Frankie Riddle to address this at the next meeting. Commissioner Butzbach asked if the Citizens on Patrol were utilized during DUI check points, and Sgt. Reynolds that there are typically 3-4 COP members working the check points. B. Legislative Update No report. C. Police and Fire Departments Sgt. Reynolds announced that the Shop With A Cop event was very successful, and 50 children each received $100 gift cards to be used at Wal-Mart. All deputies participating were off -duty and volunteered their time to participate. Sgt. Reynolds said that even while at the checkout, people were donating money. Because of this generosity, they were able to buy thirteen bicycles that will be given out the week before Christmas. Leeds & Sons also donated a truckload of toys as a result of a recent fundraiser at their store. Fire Marshal Steve Brooker gave an update on the successful December 3, 4, and 10 CERT training class. The next CERT class is scheduled for February 25, 26, and March 3. Division Chief Dorian Cooley talked about the Shop With A Firefighter event to be held the weekend before Christmas. Fire stations are accepting toys for the Toys For Tots program. Chief Rios has been working on this program for several years, and said that they are expecting approximately 200 children on Saturday, December 17. Division Chief Cooley announced that with the retirement of Deputy Chief Ignacio Otero, he is taking over that position. 4 MEETING MINUTES PUBLIC SAFETY COMMISSION MEETING December 14, 2011 D. Staff Mayor Pro Tern Kroonen thanked the Commissioners for their hard work and efforts this past year. He indicated it was a privilege to present them, on behalf of the City of Palm Desert, with gift cards that could be redeemed at any store/restaurant at The Gardens and El Paseo Village. E. Public Safety Commissioners Chairman Lebel expressed his thanks to the members of the City Council and City staff for their support of the Commission. Commissioner Nethery commented on the excellent Fire Department response times of 3.6 minutes or less average at all three stations. He appreciates the good work of the Department. Vice Chairman Butzbach mentioned that he had the pleasure of attending the November Public Safety Awards, where thirty-two law enforcement and firefighters were recognized for heroism and dedication to duty. He wished everyone an enjoyable and safe holiday season and a bright 2012. Commissioner Kirkwood said she felt it was an honor to serve on the Commission. Commissioner Luhring thanked the staff and Council for their support this past year. XII. ADJOURNMENT Motion by Commissioner Butzbach to adjourn, seconded by Commissioner Kirkwood.
