Human Resources Approval to Adjust Work Week
Recommendation
By Minute Motion, authorize the Landscape Specialist to attend the annual
conference of the International Society of Arboriculture (ISA) in Portland,
Oregon, August 11-15, 2012, at a cost of $530.
Funds are available in Account No. 110-4614-453-3120, Landscape Services
Conference/Seminars/Workshops account.
Background
In 2012, the annual ISA conference is being held in Portland, Oregon. The Landscape
Specialist will be in the area on personal business the week before the conference
begins, and is requesting that the City pay the conference registration fee of $530. She
will cover all other travel and conference related expenses. Attendance at the ISA
annual conference affords the opportunity to acquire most of the 30-hour continuing
education requirement to maintain the arborist certification.
The conference begins on Saturday, August 11 (which is the beginning of a pay period)
and ends on Wednesday, August 15. The City is required to pay an employee who
attends an authorized conference or training. Because the conference includes a
weekend and to avoid any overtime expense, the Human Resources Manager has

agreed to adjust Diane's five-day work week for the pay period during which she will be
attending the conference as illustrated below.

Fiscal Analysis
Ms. Hollinger is willing to pay all expenses related to attending the conference, but
requests that the City pay the $530 conference registration. The alternative to attending
this conference would be to attend several one- or two-day seminars in California, which
would be piecemeal, random, and would almost certainly be more costly in the
aggregate. Funds for this registration are available in General Account No. 110-4614-
453-3120, Landscape Services Conference/Seminars/Workshops.

PUBLIC WORKS DEPARTMENT
INTEROFFICE MEMORANDUM
To: Lori Carney, Human Resources Manager
From: H. Spencer Knight, Landscape ManagevOr—
Date: January 26, 2012
Subject: International Society of Arboriculture Conference
Diane Hollinger has requested that the City pay the registration fee of $445 for her to
attend the annual International Society of Arboriculture (ISA) conference in Portland,
Oregon, from August 11, 2012, through August 15, 2012. She will be vacationing in the
area at that time, and is not requesting that the City cover any of the other travel
expenses associated with attending the conference. As a certified arborist, Diane is
required to take 30 hours of continuing education over a three-year period in order to
maintain her certification. Attendance at this conference will provide the majority of
those hours for the reporting period that ends in June 2015.
Because the conference begins on a Saturday and concludes on a Wednesday, Diane's
five-day work week for that period will be adjusted to cover that time period. Illustrated
below is her schedule for the pay period of August 11 through August 24.
