CALL TO ORDER Chairperson Thompson convened the meeting at 9:00 a.m. II. CONSENT CALENDAR Minutes of the regular meeting held on October 19, 2011. Upon Motion by Commissioner Hough and second by Commissioner Bussing, the Minutes of October 19, 2011 were approved unanimously with Commissioner Darby absent. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION Ms. Schwartz reported that at its meeting of November 10, 2011, City Council approved the Call for Artists for the 2013/2014 El Paseo Invitational Exhibition. Ms. Schwartz is planning to send out the Call for Artists in January. B. PLANNING COMMISSION REPORT No report. C. ARCHITECTURAL REVIEW COMMISSION REPORT Mr. Vuksic reported that at its meeting of November 8, 2011, the Architectural Review Commission reviewed improvements on three businesses located on El Paseo. Melissa Morgan Gallery is remodeling the fagade and removing the veranda in front of the building. Lululemon is adding glass tiles to the facade of the building and making adjustments to the awnings. Starbucks will have a new awning and the hedge on the west side of the building will be removed to create additional, outdoor seating. VI. CONSENT ITEMS HELD OVER None VI1. NEW BUSINESS A. CONSIDERATION OF ARTWORK PROPOSAL "WISDOM GIVEN" BY ALEXANDER BASHTA III AS THE PUBLIC ART COMPONENT FOR ORACLE PLAZA Ms. Schwartz reported that the developer for the Oracle Plaza building, which was completed in 2008, is proposing artwork for its public art component. The cost of the project 2 Art in Public Places Minutes November 16, 2011 is $10,500 with installation costs of $1,500. The developer has paid $5,992.20 into the public art fund. The required paperwork, Developer Form A, submitted by the developer was incomplete; therefore, staff could not present the necessary information about the project to the Commission. It was moved by Commissioner Hough and seconded by Commissioner Boren to continue the Consideration of Artwork Proposal "Wisdom Given" by Alexander Bashta 111 as the Public Art Component for Oracle Plaza to the meeting of December 21, 2011. Motion carried unanimously with Commissioner Darby absent. B. CONSIDERATION OF ARTISTS TO BE INCLUDED IN CITY OF PALM DESERT'S ARTIST REGISTRY The following artists applied to be included in the City of Palm Desert's Artist Registry. Jeni Bate, John Lopez, Manuelita Brown, Mike Chiarello, Noa Shay, and Wesley Stewart. It was moved by Commissioner Hough and seconded by Commissioner Miller to include artists Jeni Bate, John Lopez, Manuelita Brown, Mike Chiarello, Noa Shay, and Wesley Stewart into the City of Palm Desert's Artist Registry. Motion carried unanimously with Commissioner Darby absent. VIII. CONTINUED BUSINESS A. ACCEPT "R. HERO" BY KAREN AND TONY BARONE AS A DONATION TO THE CITY OF PALM DESERT Ms. Schwartz reported that at last month's meeting, the Commission directed staff to consider other possible locations to place "R. Hero" by Karen and Tony Barone for their "ArtAdoption" program. It was suggested by a staff member to place "R. Hero" in the median on El Paseo in front of the Historical Society of Palm Desert, as it is the former home of the City's first fire station and houses a collection of historical fire fighting memorabilia. Ms. Schwartz discussed the new location with the Barones who were in full support of the new location. She added that she met with the City's traffic engineer, Mark Diercks, to ensure the artwork would not be a line of sight issue. A pad will be poured to accommodate the artwork. 3 Art in Public Places Minutes November 16, 2011 It was moved by Commissioner Bussing and seconded by Commissioner Snyder to accept "R. Hero" by Karen and Tony Barone as a donation to the City of Palm Desert for placement in the median in front of the Historical Society of Palm Desert with Commissioner Darby absent. IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Schwartz announced that she will send out the Call for Artists in January or February to solicit artists for the Palm Desert Community Gallery. The Commission will review the applications at its March 21, 2012 meeting. The current exhibition, "Elements", has been well received and is getting good media coverage. B. Docent Program Ms. Schwartz began training four new docents for the docent program. She reminded the Commissioners that they are welcome to attend the docent training as an observer. C. Public Art Film Series Ms. Schwartz stated that the films for the Public Art Film Series have been confirmed. The final film will include a series of short films. She is working with UCR Palm Desert Campus to coordinate the schedule. She has one speaker scheduled and looking for a few more. To date, the confirmed films are Rape of Europa, which is a film about the Nazi art theft; Tony Cragg: Celebration of Sculpture; and Rivers and Tides: Andy Goldsworthy Working With Time. The films are shown at 6 p.m. at UCR on the third Thursday of each month January through April. D. Coachella Valley Water District Ms. Schwartz has not heard from the Coachella Valley Water District lately in regards to the public art component 0 Art in Public Places Minutes November 16, 2011 for the new facility. She did speak to the person who proposed the artwork and he does have a degree in painting. XI. REPORTS AND REMARKS A. STAFF Ms. Schwartz reported that Mark Greenwood, Director of Public Works, met with her regarding the fence (public art component) that was removed from Washington Charter School several years ago. It had been removed when the school was renovated. Mr. Greenwood asked about utilizing the fence in a new location. Ms. Schwartz will look at the proposed site and report back to the Commission. Ms. Schwartz reported that she and Ms. Thompson attended a 2 X 2 Committee meeting last week regarding the docent program and the Student Art and Essay Contest. The 2 X 2 Committee includes members from the school district, City Council members, staff members, and Sheriff and Fire staff who meet to address concerns between the parties listed above. Ms. Schwartz reported that she has a meeting at Westin Desert Willow about an additional public art project at that development. The Westin did not utilize its entire public art fee for the art component that was installed several months ago and want to do a second artwork with the balance of the public art funds. Ms. Schwartz anticipates the proposal for that project will be on the December or January agenda. Ms. Schwartz met with the architect for the Carlos Ortega Villas. She has suggestions of possible art placement and will give an update at next month's meeting. The Year in Review Power Point from the Americans for the Arts Conference was shown. B. COMMISSION MEMBERS Commissioner Hough confirmed that the subcommittee who will select proposals from submittals for the 2013/2014 El Paseo Invitational Exhibition will meet March 19, 2012 at 9:30 a.m. 5 Art in Public Places Minutes November 16, 2011 XI.
