V. CONSENT CALENDAR
A. Minutes of the Public Safety Commission Meeting of October 12, 2011
B. Palm Desert Fire Services Monthly Report for September 2011
Motion by Commissioner Nethery to approve the Consent Calendar
as presented, seconded by Commissioner Kirkwood, approved.
VI. CONSENT ITEMS HELD OVER
None.
VII. NEW BUSINESS
A. AVOID the 30 Memorandum of Understanding with the City of
Riverside
Lt. Shouse mentioned that the AVOID the "30" name references the
approximately 30 law enforcement agencies within Riverside County
that cooperatively participate in the California OTS program. The
Riverside Police Department currently manages the Riverside County
AVOID program. As such, participating municipalities must enter into
an MOU with the County of Riverside in order to collect reimbursement
funds for participation. Lt. Shouse indicated the Memorandum of
Understanding presented to the Commission is the same Agreement
as presented in past years. This is approximately the tenth year Palm
Desert has participated in this program.
Motion by Commissioner Kirkwood to recommend that the City
Council authorize the City Manager to enter into a Memorandum
of Understanding agreement with the City of Riverside to
participate in the California Officer of Traffic Safety (OTS) AVOID
the 30 DUI grant program for FY 2011-2012, seconded by
Commissioner Luhring and approved.
B. Shop with a Cop Funding Proposal — Christmas 2011
Lt. Shouse reported that Toys R Us participated in this program last
year. Now that they have relocated to Indio, the Palm Desert Wal-Mart
was approached and asked to participate, and they agreed and will

also donate $1500. The total cost of the program is $5,000, which will
target 50 children at $100 per child. The Cove Communities Services
Commission voted to recommend funding of this program. Palm
Desert's share of the funding would be approximately $1750. In an
effort to reduce on -duty staff time, volunteers will be participating this
year. In addition, there will be a Safety Fair at Wal-Mart.
Participant children are selected from local elementary schools and
identified by staff members and officers as being disadvantaged and in
need.
Chairman Lebel agreed that this was a worthwhile program. A
question was asked as to whether the media covered last year's event,
and Lt. Shouse said that Toys R Us prohibited television cameras, and
he will check with Wal-Mart concerning their policy.
Motion by Commissioner Kirkwood to concur with the
recommendation by the Cove Communities Services Commission
to fund the "Shop with a Cop Program'; seconded by
Commissioner Nethery and approved.
C. Explorer Program Funding Proposal
Lt. Shouse explained that the Palm Desert Explorer Program is part of
the Learning for Life Division of the Boy Scouts of America. It is
designed to allow youth between the ages of 14 and 21 to "Explore"
the field of law enforcement. The participants have been deployed as
volunteers at numerous community events through the years and
participate in additional competitions locally and nationally.
The Cove Communities Services Commission voted to recommend
funding the Palm Desert Station's Explorer Program in the amount of
$20,000. Palm Desert's share of funding for this program is $10,000
based upon the agreed "Cove" formula.
Motion by Commissioner Kirkwood to concur with the Cove
Communities Services Commission to recommend funding of the
Palm Desert Station's Explorer Program in the amount of $10,000,
seconded by Commissioner Luhring and approved.
Councilman Kroonen said that the Explorer Program and the Shop with
a Cop Program were a tribute to the excellent services provided by our
public safety team, and he thanked them for their efforts.

He also thanked the Public Safety Commission members for their
dedication and hard work.

X. REPORT ON CITY COUNCIL ACTION(S)

XI. REPORTS AND REMARKS
A. Citizens on Patrol Program
Ms. Riddle said the volunteer hours were up for the month of October.
Elections will be held at the December meeting for two sergeants and
one lieutenant position. Since the last meeting, one member resigned,
a new member was recruited, and an interview scheduled for another
potential recruit.
A question was asked as to how many members there are, and Ms.
Riddle said currently between 37-38.
B. Legislative Update
No report.
C. Police and Fire Departments
Lt. Shouse announced that Riverside County Sheriff Sniff promoted Lt.
Kevin Vest to the rank of Captain. Captain Vest will serve as the
Commander for the Palm Desert Sheriff's Station. He will attend a
future Public Safety Commission meeting.

Chief Cooley reported that last month's Mini Muster program was
successful, with over 570 student contacts. This was the 19th year of
this program, and it has impacted over 11,000 students.
Lt. Shouse gave an update on the Occupy Coachella Valley
movement, and the Leeds and Sons robbery.
The 2011 Holiday Theft Suppression Program will begin on Black
Friday. The majority of the overtime will be paid from CalCOPS funds.
D. Staff
Mr. Aryan distributed information on Local Detention Facility
Subventions, Booking Fees and Jail Access Fees.
Mr. Aryan mentioned the Police Department's Blue Light Ceremony,
scheduled for November 29, 6:00 p.m., at the Palm Desert Sheriff
Station.
The announcement was made that Gary Rosenblum was retiring and
his last day with the City was November 10, 2011. The Commission
thanked Mr. Rosenblum for the work he has done for the Commission
and wished him well.
Mr. Aryan suggested that the RDA presentation to the Commission be
scheduled for February, and Chairman Lebel concurred.
E. Public Safety Commissioners
Chairman Lebel suggested that photographs of buildings be taken prior
to a disaster as they could be useful with recovery in the event of a
disaster.
XII. ADJOURNMENT
Motion by Commissioner Kirkwood to adjourn, seconded by
Commissioner Luhring, approved. Chairman Lebel adjourned the
meeting at 4:25 p.m.
