Recommendation
By Minute Motion, approve purchase of fertilizer in an amount not to
exceed $142,423.95, from Crop Production Services.
Funds are available in Desert Willow Fund 520.
Background
On October 27, 2011, the City Council rejected all bid proposals received for the
purchase of fertilizers for the Desert Willow Golf Resort and City of Palm Desert
because they were all non -responsive.
Subsequently, it was determined by staff that the City and Desert Willow fertilizer
products, quantities, and application timing is too dissimilar and do not yield an
economy of scale when combined in one bid package. Bids were solicited for the Desert
Willow Golf Resort fertilizer only on November 5 and 10, 2011.
The bids were opened on November 18, 2011, with a total of four bids received. The
Request for Proposals (RFP) incorporated the solid, liquid, and soluble fertilizer needs
of the Desert Willow Golf Resort.

the submission requirements and fertilizer specifications.
Fiscal Analysis
The actual quantities of the fertilizer purchased for Fiscal Year Ending 2012 will be on
an as -needed basis dependent on many factors directly related to the turf and soil
conditions.
The City of Palm Desert golf course superintendent is responsible for the determination
of the application and use of the fertilizers. No appropriation is required; funding is
available in the current budget.

The total bid price is based on anticipated semi-annual purchase of the
specified products noted above, purchased incrementally through -out the
fiscal year. A purchase order will be issued for the anticipated cost of the
bid; however, the obligation of the City of Palm Desert and the Desert
Willow Golf Resort will be based solely on the actual products purchased.
The City of Palm Desert reserves the right to purchase additional
quantities of each product, in an amount not to exceed 25 percent of the
total quantity listed in the Vendor's Proposal; at same unit price outlined in
the Vendor's Proposal. if the additional quantity purchased exceeds 25
percent of the list quantity the City will have the ability to renegotiate the
Vendor's unit price.
