Recommendation
By Minute Motion, that the City Council approve $75,000 in Fagade Enhancement
Program consideration funds to Martec Investments, LP for Saxony Building which
is currently Canyon Bajo Building located at 74-399 Highway 111.
Funds are available in Account No. 400-4800-454-3875.
Executive Summary
Approval of the request will provide City assistance to the subject property and is within the
guidelines of the Fagade Enhancement Program. Denial of the request will not allow City
assistance.
Background
Martec Investments, LP is the owner of Canyon Bajo Building located at 74-399 Highway 111
(APN 625-121-005). The subject property is located on the south side of Highway 111 to the
west of Deep Canyon Road. The building is currently known as Canyon Bajo Building but after
the improvements will be known as Saxony Building.
The existing building is two story built in the 1970's. The proposed improvements will modernize
the building with contemporary features for an estimated cost of $360,000. The proposed
improvements include the following: a new "slate" style roof; flattening of heavy textured stucco;
new awning with signage across the first story frontage; new lighting fixtures; new signage;

repairs to parking structures; landscape improvements; complete painting of building including
parking structures; and new glass railing across both front and rear balconies. The east and
west sides of the property are visible from Highway 111 and the rear is very visible from El
Camino to the south.
The current guidelines for the Fagade Enhancement Program (FEP) allow for standard sized
lots (60-foot frontage, 12,000 square feet) to receive consideration for half the cost of
improvements to a maximum of $40,000. Larger than standard sized FEP projects are eligible
for additional consideration funds based on increments of 10 lineal feet frontage or 2,000 square
feet in area with a maximum cap of $75,000 subject to City Council approval which is applicable
to this property. The size of this property makes it eligible for FEP consideration funds to the cap
amount of $75,000 subject to City Council approval.
On January 10, 2012, the Architectural Review Commission approved this project. On
December 5, 2011 and December 8, 2011, the Retail Committee reviewed the project and
recommended funding in the amount of $75,000 which staff concurs with.
The Fagade Enhancement Program was budgeted $150,000 in the 2011/2012 Budget in
account No. 400-4800-454-3875. Staff recommends funding from this account in the amount of
$75,000 for 74-399 Highway 111, which will leave a balance of $75,000 available for FEP
projects for the remainder of this fiscal year.
