Subject: INFORMATIONAL ITEM — CITY MANAGER MEETING SUMMARIES
Following are meetings held with groups, residents, and/or businesses, for the period January
4-17, 2012:
January 4 Meeting with Ted Flanigan
Ted Flanigan expressed interest in holding the third AB811/Pace
Conference in Palm Desert. He believes the use of UCR Palm Desert
Graduate Center and Desert Willow Terrace is an excellent venue and
believes maintaining interest in AB 811 Pace loans is important. I
encouraged Mr. Flanigan to seek private sector funding within the next
month and then we can determine if a conference can be self-sufficient.
Coordination of Development Services
Monthly meeting to discuss coordination of services between Building and
Safety, Planning, and Public Works.
January 5 Staff Meeting
Weekly staff meeting to review City Council agenda.
Site Visit to Aquatic Center
Went to the Palm Desert Aquatic Center to view the condition and how
well the YMCA is maintaining the facility.
Joslyn Center Meeting
Mark Greenwood and I met with the Interim Executive Director at the
Joslyn Center concerning a CVWD request that an additional 1" water
service be installed, the irrigation be connected to the existing 1-1/2"
service, and each building be connected to a 1" service.

Meeting with Fred Jandt
Met with Fred Jandt and Justin McCarthy to discuss additions to the
street, emergency telephones, cameras, and Berger sign. Also
discussed the impact of the RDA elimination on the Cal State Palm
Desert Campus.
January 6 Meeting with TOT Consultant and City Staff
Staff and I met with a short term rental consultant to discuss how she
can help the City enforce the rules and achieve higher TOT receipts from
short term rentals.
Portola Improvements
Met with staff and owners of Villa Portofino to discuss the timeline to
install Portola Avenue improvements.
Sphere of Influence/Annexation Fiscal Impact Study
Finance, Community Development, and I met with the Fiscal Impact
Study consultant, Nicole Criste, to review the initial draft and discuss
appropriate administration costs to include in the analysis.
January 9 Executive Management Meeting
Weekly meeting with the executive management team.
CVAG TAC Meeting
CVAG TAC is the County, City, and Tribal Managers meeting.
Meeting with Rob Ballew and Sabbv Jonathan
Meetina with Steve Robbins (CVWD). Rich Mogensen (Desert
Willow) and City staff
Desert Willow and City staff met with CVWD to discuss potable and
reclaimed water charges for Desert Willow. CVWD is preparing a
revised agreement that will lower Desert Willow charges.
Meeting with Frankie Riddle
Discussed the Rock and Roll Half Marathon, the Indian Wells status of
support, and other special projects.
January 10 Parks and Recreation Commission Meeting
Monthly Parks and Recreation meeting. The two significant topics were
dog parks and the Cahuilla Hills Park tennis court.

Cove Commission TAC Meeting
Met with the Cove Commission TAC to discuss the January 18 Cove
Commission meeting agenda.
Meeting with Councilmember Harnik
Discussed items on the January 12 Council agenda and provided back-
up information.
Meeting to Discuss Registered Sex Offenders
Met with Police Chief Vest, Lt. Shouse, David Erwin, Bob Hargreaves
and City staff. Among the topics of discussion was the Registered Sex
offenders: Proposed Halloween Restrictions and Restrictions on Entering
Public Parks.
Meeting to Discuss AB 109 — Probation
Met with Chief Vest, Lt. Shouse, and Stephen Aryan. The State will
release parolees by the passage of AB 109. Discussed strategies for
the 2012/2013 Fiscal Year budget to protect Palm Desert from these
impacts.
January 11 Meeting with City Attorney
Weekly meeting with City Attorney.
Desert Willow President's Meeting -
Agenda items for this monthly meeting included a review of Financials
for December, 2011, golf course maintenance report, and the 2012-13
annual budget and capital budget discussion.
Meeting with Mayor Spiegel and Ken Schwartz, Marriott
Discussed the grantor loan options and timing of water park potential
completion and timing of City potential loan or grant.
January 12 Meeting with George Argvros and Frankie Riddle
Discussed the 2012 Greek Festival and the potential TUP to minimize
the impact to the residential area around Larrea and Garden Square.
Redevelopment Transition Team Meeting
I developed a Redevelopment Transition Team to comply with the
State's elimination of redevelopment and to prioritize needed actions by
the City. We will meet weekly through March 1, and then meet as
needed to transition.

Meeting with Mayor Spiegel and Mayor from Osovoos, Canada
The Mayor of Osoyoos dropped by to discuss the former sister city
relationship with Palm Desert.
City Council Meeting
January 13 Meeting with James Jeffords and Lauri Avlaian
Met with resident concerning a roof deck he would like to put on his
home.
January 17 Executive Management Meeting
Weekly meeting with the executive management team.

Conference Call/Supervisor Benoit Concerning Dissolution of
Redevelopment Agencies
Supervisor Benoit held a conference call to discuss appointments to the
Oversight Committee and share information on the dissolution of
redevelopment agencies.
