ENERGY EFFICIENT POOL PUMP REPLACEMENTS UNDER
THE SET TO SAVE PROGRAM UNTIL DECEMBER 31, 2012.

Recommendation
By Minute Motion:
1. Authorize the City Manager to waive permit fees for energy efficient
pool pump replacements under the existing Set to Save Program
through December 31, 2012.
Background
On June 14, 2012, the City Council adopted Resolution 2012-37, amending the
Development Service permit fees. The updated fees included re -instating permit fees
for energy efficient projects such as pool pumps, HVAC replacements, water heaters,
and solar panels. These permits fees were previously waived as part of the City's
Energy Partnership (Set to Save Program) and the City's Energy Independence
Program. After re-evaluating the impact of the re -instated permit fees to the City's
energy programs, the City's "One Stop Shop Pool Pump Program" will become
unviable. The existing pool pump program gives residents the opportunity to change
out their inefficient pool pump with an efficient variable speed pool pump with the
following benefits:
• Convenient one stop call center
• Pre -qualified contractor
• Set price of $875.00
• Price includes installation, Southern California Edison rebate ($425) and City's
no fee permit.
Re -instating the permit fee of $271.00, the Palm Desert Energy Partnership will no
longer be able to honor the $875.00 pool pump cost, established under contract with
participating contractors.
Staff recommends that the City Council authorize the City Manager to waive the pool
pump permit fees through December 31, 2012, which coincides with the end of the
Palm Desert Energy Partnership. The fee waiver will allow staff to continue to market

and promote the "One Stop Shop Pool Pump Program" at $875.00 and will allow
residents a final opportunity to take advantage of the limited time offer to upgrade their
pool pumps and help the City save energy.
Fiscal Analysis
It is estimated that an additional 80-100 residents will take advantage of the pool pump
program through the end of the calendar year, based on our current rate of installations
of pool pumps. This translates to a waiver of approximately $21,000-$27,000 in permit
fees through the end of December 31, 2012.
