C29780 WITH KIMLEY-HORN AND ASSOCIATES, INC., FOR ADDITIONAL DESIGN SERVICES FOR THE FRED WARING DRIVE AND MONTEREY AVENUE IMPROVEMENT PROJECT (PROJECT NO. 656-06) SUBMITTED BY: Mark Greenwood, P.E., Director of Public Works CONTRACTOR: Kimley-Horn and Associates, Inc. 1770 Iowa Avenue, Suite 200 Riverside, California 92507 DATE: June 28, 2012 CONTENTS: Additional Work Request Proposal Contract Amendment 1 Vicinity Map Recommendation By Minute Motion, approve Amendment No. 1 to Contract No. C29780 with Kimley-Horn and Associates, Inc., (KHA) in the amount of $10,520 for additional design services to complete plans, specifications, estimate, bidding, award, and construction support services for the Fred Waring Drive and Monterey Avenue Improvement Project (Project No 656-06). Funding is available for this project in Account No. 213-4383-433-4001, Fred Waring Drive and Monterey Avenue Turn Pockets. No General Fund money is being used for this expenditure. Background On May 27, 2010, City Council approved Contract C29780 with KHA in the amount of $271,200 for engineering services to prepare the plans, specifications, estimate, bidding, award, and construction support services for the Fred Waring Drive and Monterey Avenue Improvement Project. The original project scope consists of adding several turn pockets on Fred Waring including one at the entrance to the Civic Center from westbound Fred Waring, another Staff Report Contract No. C29780 Amendment 1 to Kimley-Horn & Associates, Inc. June 28, 2012 Page 2 of 2 one from northbound San Pablo to eastbound Fred Waring, and a free right turn lane from westbound Fred Waring to northbound Monterey. Monterey will also be widened to four northbound lanes from Fred Waring to Park View, three northbound lanes from Park View to Magnesia Falls and three southbound lanes from the City Limits to Park View. In addition, storm drain improvements will be made on Monterey from Fred Waring to the Whitewater Channel and sliver widening of westbound Fred Waring just west of San Pablo to eliminate a slight skew through the intersection will be constructed. City staff and KHA have been coordinating with the College of the Desert (COD) since the project began because it was known that COD would be renovating its entrance at the intersection of Monterey and Park View. Nevertheless, staff and KHA found out in a recent meeting with COD representatives that COD had modified its original design, which necessitates that our plans be redesigned accordingly. Furthermore, there is a slight increase to the scope for the right turn pocket from northbound San Pablo to eastbound Fred Waring, and an additional curb ramp. KHA submitted the additional work request proposal of $18,330 for the changes. After a thorough review and negotiation, the cost was reduced by more than 45 percent to $10,520. Therefore, staff believes the final negotiated cost for Amendment No. 1 is equitable for the additional services rendered. Fiscal Analysis: The City will use Local Measure A funds to fund the project. The total design cost with Amendment 1 is $281,720 and the construction cost is estimated at $2.8 million. Specifically, the following services were identified: 1. Coordinate proposed improvements with the College of the Desert Entrance modifications that are currently under design. Through this coordination modifications to the proposed Monterey Avenue improvements have been identified for incorporation into the improvements plans. 2. Design constraints at the project onset were to keep all the Monterey Avenue widening improvements within the City of Palm Desert right-of-way. During the 100% review cycle it was preferred to modify the southbound transition and median nose on Monterey Avenue (north of Park View) to provide 100' tangent section north of the intersection; this extended the proposed improvements into City of Rancho Mirage right-of-way. The project area was extended to include the pedestrian ramp at the southeast corner of San Pablo and Santa Rosa to be improved to current ADA requirements. 4. The intersection of San Pablo and Santa Rosa to be modified to not provide full -width widening of the northeast corner. 5. Scope of Services Mr. Bo Chen, June 1, 2012, Page 2 Based on the revised project understanding the following tasks have been identified to be added to the project scope of work: Task 3.1d, Revised College of the Desert Entrance The City of Palm Desert has been coordinating with the College of the Desert (COD) and their engineer to understand the proposed improvements for the COD entrance at the intersection of Monterey Avenue and Park View. Through this coordination additional widening of the east side of the intersection has been identified. In order to accommodate this change the improvement plans require revisions to modify the location of the northeast and southeast corners of the intersection. This modification requires changes to the to the traffic signal modification plan, signing and marking, and proposed widening/taper along Monterey Avenue north of the COD entrance. Task 3.1e, Revised Southbound Monterey Transition and Median Nose Per City comment the Monterey Avenue southbound transition (north of Park View) is to be revised to include striping and median modifications that are outside the City of Palm Desert right-of-way limits. Previous direction from the City was to keep all proposed improvements within the City of Palm Desert right-of-way in order to minimize the need for obtaining an encroachment permit from the City of Rancho Mirage. Revision of the southbound transition and median nose will allow the southbound lane alignment to provide a 100-foot tangent section north of the intersection of Monterey Avenue and Park View Drive. This design revision will require an encroachment permit to be obtained for improvements within the City of Rancho Mirage right-of-way. Task 3.1f, Addition of ADA ramp The existing pedestrian ramp at the southeast corner of San Pablo and Santa Rosa has been identified for improvement to current ADA requirements. The improvement plans are to be modified to reflect this addition. Task 3.1g, San Pablo Modifications Per the original project scope San Pablo Avenue has been identified for full - width widening. In order to provide sufficient westbound sight distance for drivers at the intersection of San Pablo and Santa Rosa the northeast corner of this intersection has been identified to remain in place. This modification requires changes to the project improvement plans and the signing and marking plans at this location. This task includes responding to one set of consolidated comments from the City of Palm Desert, conducting an internal quality control review and submittal of the revised improvement plans to the City of Palm Desert for approval. The Consultant shall perform all work as necessary or required to complete the Professional Service Amendment items for a not -to - exceed price agreed upon between the Consultant and the City of Palm Desert, otherwise referred to as Owner.
