HomeMy WebLinkAboutInformation Report - Multi-Way Stop ControlCITY OF PALM DESERT PUBLIC WORKS DEPARTMENT STAFF REPORT REQUEST: MULTI -WAY STOP CONTROL INSTALLATION ALESSANDRO DRIVE AT SAN LUIS REY AVENUE SUBMITTED BY: Mark Greenwood, P.E., Director of Public Works DATE: March 22, 2012 CONTENTS: Vicinity Map Recommendation ON Receive and file this informational report informing the City Council of the proposed installation of multi -way stop controls at the intersection of Alessandro Drive at San Luis Rey Avenue. Background The intersection of Alessandro Drive at San Luis Rey Avenue is currently controlled by two-way stop controls with traffic on San Luis Rey Avenue stopping and yielding to traffic on Alessandro Avenue. In the past few years, staff has received several requests for the installation of multi -way stop control at the intersection. Staff's previous studies of the intersection concluded that multi -way stop controls were not warranted. However, an engineering study conducted in February this year concluded that installation of multi -way stop controls at the intersection may slightly improve operation and will increase safety for vehicles, pedestrians and bicyclists. Findings from the multi -way stop engineering study include: • Approach traffic volumes on San Luis Rey exceed the approach volumes on Alessandro but San Luis Rey is the street with stop controls. • The northbound approach traffic on San Luis Rey is approximately equal to the total east -west approach volumes on Alessandro. Operation of the intersection will improve slightly with the multi -way stop controls, but will reduce delay for the northbound traffic. • The approach volumes on both streets satisfy the Multi -Way Minimum Volume Criteria by approximately 95 percent. Both collisions occurred in 2011. • Installation of multi -way stop controls increase safety for all roadway users. Given that the installation of multi -way stop controls will not have an adverse effect on the operation of the intersection and will improve safety, staff intends to install multi -way stop controls at Alessandro Drive and San Luis Rey Avenue. Fiscal Analysis The fiscal impact will be the costs incurred to modifying the intersection from two-way to multi -way stop controls which include material and manpower costs. The materials needed to complete the modification are available at the City's Corp Yard and the work will be performed by City crews.
