Recommendation
That the City Council, waive further reading and:
1. Pass Ordinance No. 1238 to second reading approving Zoning Ordinance
Amendment 12-57 amending Section 25.70.020 Membership of the Palm
Desert Municipal Code, adding two additional members to the Architectural
Review Commission; and
2. Appoint Gene Colombini and Paul Clark to the Commission subject to
adoption of the Ordinance effective May 12, 2012.
Planning Commission Action
The Plannning Commission recommended approval of Zoning Ordinance Amendment 12-
57 to City Council. Motion carried 5-0. Commissioner questions were addressed by staff
regarding the consolidation of the committee and commission.
Discussion
On January 26, 2012, the City Council requested consolidation of the Landscape
Beautification Committee and the Architectural Review Commission (ARC), increasing the

membership from seven members to nine members. City Council has selected Gene
Colombini and Paul Clark to serve as the newly appointed ARC members. New members
will be sworn -in by the City Clerk at the next meeting after the effective date of May 12,
2012; newly appointed members will serve four-year terms from January 1, 2012 through
December 31, 2016. The City Attorney will verbally present the topic of Brown Act
compliance. Staff recommends approval of the proposed resolution amending the number
of commission members.
Fiscal Analysis
There is no fiscal impact associated with adoption of the amended ordinance.

ORDINANCE NO. 1238
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PALM
DESERT, CALIFORNIA, APPROVING A ZONING ORDINANCE
AMENDMENT TO SECTION 25.70.020 MEMBERSHIP TO INCREASE
THE NUMBER OF ARCHITECTURAL REVIEW COMMISSIONERS
FROM SEVEN TO NINE.

WHEREAS, the City Council of the City of Palm Desert, California, did on the 22"d day
of March, 2012, hold a duly noticed public hearing to consider the request by the City of Palm
Desert for approval of the above noted; and
WHEREAS, the Planning Commission of the City of Palm Desert, California, did
on the 21st day of February, 2012, hold a duly noticed public hearing to consider a
modification to Section 25.70.020 of the Palm Desert Municipal Code and did
unanimously recommend approval; and
WHEREAS, said application has complied with the requirements of the "City of
Palm Desert Procedure for Implementation of the California Environmental Quality Act,"
Resolution No. 10-26, and the Director of Community Development has determined that
the proposed revision to the Zoning Ordinance is not a project as defined under CEQA
and no further environmental review is necessary; and
WHEREAS, at said public hearing, upon hearing and considering all testimony
and arguments, if any, of all interested persons desiring to be heard, said City Council
did find the following facts and reasons to exist to justify approval of the said
amendment:
1. That the consolidation of the Landscape Beautification Committee into the
Architectural Review Commission requires an increased membership for
more broad representation of items that are reviewed by the commission;
2. Increased membership will provide adequate plan review to successfully
maintain the enhancement and preservation of public and private property
appearance in Palm Desert developed in harmony with the desired character of
the city and in conformance with applicable city guidelines and codes;

THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA,
DOES ORDAIN AS FOLLOWS:
SECTION 1: That the above recitations are true and correct and constitute the
findings of the City Council on this matter.
SECTION 2: Palm Desert Municipal Code Chapter 25.70.020 is hereby
amended and restated as stated below:
The architectural commission shall consist of nine members
appointed by the city council who shall all be voting members.
SECTION 3: That the City Clerk of the City of Palm Desert, California, is hereby
directed to publish this ordinance in the Desert Sun, a newspaper
of general circulation, published and circulated in the City of Palm
Desert, California, and shall be in full force and effective thirty (30)
days after its adoption.

NOTICE IS HEREBY GIVEN that a public hearing will be held before the Palm Desert
City Council to consider a request by the City of Palm Desert for approval to consolidate

Recommend to the City Council approval of Zoning Ordinance
Amendment 12-57 amending Section 25.70.020 Membership of the Palm
Desert Municipal Code, adding two members to the Architectural Review
Commission as directed by the City Council.
Chair Campbell asked for the staff report.
Ms. Wightman reported that on January 26, 2012, the City Council
decided to consolidate the Landscape Beautification Committee with the
Architectural Review Commission. Membership is designated in the
Zoning Ordinance, and currently is seven members. As stated, the City
Council directed that membership be increased to nine members, so the
Zoning Ordinance has to be amended as part of a housekeeping
measure. She stated that the recommendation is to forward to the City
Council for final approval.
Vice Chair De Luna stated that it was not clear in the staff report, and
asked if the two new members would be coming from the current
Landscape Beautification Committee or is the Committee being wiped out
and starting the process again. Ms Wightman responded that two
members will be selected and appointed by the City Council; they will not
necessarily be members from the current Committee.
Commissioner Limont commented that when groups get too big it then
becomes less efficient. She asked if the Architectural Review Commission
was asked if it would be helpful to increase, as opposed to when new
members come up or as part of the interview process. Ms. Aylaian
responded that the Commission was not consulted.
Commissioner Tanner inquired if it was due to not having a quorum to
vote. Ms. Wightman responded that it was a lack of items, and that the
Architectural Review Commission is really responsible for reviewing
landscape plans as well as architectural plans so it made sense to
combine the two.
Commissioner Tanner stated that there are not many architectural review
items going on, but if staff believes it is necessary, he does not see why
the Commission should be opposed to it.
Vice Chair De Luna asked if Mr. Knight was okay with the change. Ms.
Aylaian responded that the City Council and the City Manager are looking
for ways to consolidate committees, and this is one of three committees

and commissions that are being consolidated because there are a large
number of them and at some point they get a little unwieldy.
Commissioner Dash commented that he does not see any reason why the
Planning Commission should become involved in it.
Chair Campbell declared the public hearing open, and asked if there was
anyone in the audience that was in favor or in opposition. There was no
response so she closed the public hearing.
Chair Campbell requested a motion from the Commission.
Action:
Vice Chair De Luna moved and Commissioner Limont seconded
recommending to City Council approval of ZOA 12-57. Motion carried 5-0.

Discussion
On January 26, 2012, the City Council consolidated the Landscape Beautification Committee with
the Architectural Review Committee, and increased the membership from seven members to nine
members. The City Council will appoint two new ARC members to fill the two available positions.
New members will be sworn -in by the City Clerk at the next meeting, terms will be selected at
random in two-, three-, and four-year intervals, and the City Attorney will verbally present the topic
of Brown Act compliance. Allan Levin, Ken Stendell, and John Vuksic will be re -appointed by the
City Council to serve four year terms, January 1, 2012 — December 31, 2015. Staff recommends
approval of the proposed resolution amending the number of committee members.

Personal Statement of Qualifications - Gene L. Colombini
to be a member of the City of Palm Desert's Architectural Review Commission.
I feel I am qualified to sit on this commission due to my vast experience and knowledge in
Construction and Architectural Engineering.
Over the past forty plus years, I worked in construction for some of the nation's leading real
estate developers and construction companies, including Pascoe Steel & Construction, Ford
Engineering, Birtcher Development and Construction, Trammell Crow Company, Barona Tribal
Council, and R. D. Olson Construction.
As Project Manager, Sr. Project Manager and Vice President of Construction, I was responsible
for the construction of most of their major projects and worked closely with numerous
Architects, both nationally and internationally, in the planning and design phase of the many
projects.
I have a thorough background in design and construction, including interpretation of the most
difficult, detailed architectural and engineering drawings. I am computer literate in numerous
software programs and knowledgeable in value engineering, including summary and detailed
CPM Scheduling, studies and interpretation.
I have been a member of a number of National Professional and Community organizations where
I was elected and served as a member of the Board of Directors, and subsequently elected and
presided on several of these organizations as their Board President and Chairman. I was also a
member of the Dispute Resolution Board for the County of Los Angeles Department of Public
Works for both the Martin Luther King Trauma Center Hospital and County of Los Angeles
Emergency Operations Center. Early in my career, I was appointed Chairman of the Carmichael
Planning Committee and was instrumental in having the Carmichael Plan enacted by the County
Planning Commission.
I am considered a leader in my field and I have a reputation of being respectful, considerate and
cooperative to those I work with.

General Impressions of the Architectural Review Commissions meeting attended

As an industry professional and applicant representative I have attended numerous Architectural
Review Commission meetings with many different Architectural Review Commissions, in many
different cities in my lengthy career. It was my pleasure to attend the recent City of Palm Desert
Architectural Review Commission meeting on October 13, 2009. My general impressions are as
follows:
I was happy to see that the Architectural Review Commission was so detailed in its inquiries and
concerns as to the applicant's submission and that the City's staff was so respondent in
furnishing sufficient details to the Review Commissioners in order for them to be able to ask
important questions, as well as express their concerns of the submittal to the applicant
representative which concerns would affect the safety, and as important, a more pleasing and
acceptable appearance of the overall design to the Public.
There were intelligent recommendations made by the Commissioners relative to their conditions
of approval, continuance, or rejection of the submission as presented. Their camaraderie was
exceptional.
In listening to the remarks and answers of some of the questions asked by the Commissioners to
the applicant representative, I was somewhat concerned when some of the applicant
representatives seemed to lack sufficient knowledge of their submission and interpretation of -- -
their drawings in order to give a proper, knowledgeable answer of design to the Commissioners.
The order in which the City conducted its meeting and the City Staff s ability to thoroughly
complete their studies of the agenda's submissions heard along with the Commissioners
professionalism was very positive. The courtesy and cooperation shown to all was highly
commendable.
I was honored to be a guest of the meeting and would like to conclude that it would make me
very proud to be a member of the Architectural Review Commission such as this and to work
with the City Staff and Architectural Review Commissioners in their future business. As others
on the Commission, I will be a dedicated member if appointed.

I am now retired, having lived within the city limits of the City of Palm Desert since the year
2000 and having been a resident of the Coachella Valley since 1983. I am a native
Californian, with family roots in the Orange County area dating from the late 1800s, and
through these connections and experiences I feel a strong sense of patriotism and loyalty to
the United States and California. Serving the people of the Coachella Valley through my
prior employment with the Riverside County Planning Department has given me much
practical experience in the spheres of land use compatibility, architecture and project design.
I have familiarity with working with staff, consultants, applicants and the general public. I
have lived, worked, shopped and maintain professional and service club connections with
the Palm Desert community since at least 1983 and have grown to understand and
appreciate the various neighborhood components and special issues of concern. I have been
active in the community through membership in the Toastmaster International non-profit,
educational organization, having been a member of a Palm Desert Toastmasters club
(# 4199) since 1990. I enjoy my lifestyle as a homeowner in The Oasis Country Club, located
at Casbah Way and Hovley Lane East. I look forward to service with the Architectural
Review Commission, or any related city committee or commission, to both broaden my
personal experience and skills and to continue deepening my relationship with one of the

Item # 4, General Impression of the Architectural Review Commission Meetings:
After attending two meetings of the City of Palm Desert Architectural Review Commission,
I found the commission addressing worthwhile issues, which were both familiar to me as a
professional planner and important for the persons, involved, including the staff and the
applicants. The meetings were fairly informal, with staff opening the meeting and calling
each item on the agenda, and thereafter providing an informative summary staff report.
Meeting around a table created a relaxed and informal atmosphere, which did not inhibit
good working discussions. Attention was given that these discussions included all members
of the commission, staff and the applicant. On one occasion I saw members of the general
public speak, and their concerns were listen to and explanations given to them. In the first
meeting in December 2009, the commission lacked a quorum in order to complete all
business on the agenda., which created some unhappiness I could clearly observe from staff
and members of the public. This situation did not happen in the January meeting, as a full
commission was present throughout the entire meeting. The review of project architectural
elevations, floor plans, material sample boards and other visual tools to understand the
different applications were familiar to me from past experience. I am not sure these
materials are made available to commissioners in advance of the meeting; I would assume
advanced review of some materials prior to the meeting would be helpful for the
commissioners. A secretary was present who kept a complete record of statements by
commission members, applicants and staff and the summary minutes are very detailed and
informative.

OBJECTIVE:
Seeking opportunities and challenges to improve communication, administration, training, and
supervisory/management within a variety of team situations throughout the Coachella Valley, Southern

SUMMARY:
Retired after twenty-five years supervising the desert field office of Riverside County Planning Department,
located in Indio and Palm Desert, California, with autonomous responsibility for a wide range of land use,
zoning, subdivision and environmental regulatory functions. The county position included close supervision of
on -site staff that ranged from three to ten persons, facilitated efforts to resolve development application related
issues and internal administrative and personnel matters, and coordinated with off -site management and staff in
the Department's Riverside and other field offices, as well as with other county officials, professional specialists
(acoustical, biological, cultural, geologic), the general public, press and media, volunteer community
representatives and local, regional, state and federal agencies. Special activities and projects included review and
monitoring of wind and solar alternative energy projects for zoning and environmental compliance, was project
planner for Indian Well Tennis Garden zoning and environmental permitting (originally processed while in
unincorporated area) and helped develop implementation measures for Coachella Valley Multiple Species
Habitat Conservation Plan (C)V`MSHCP).
