Recommendation
By Minute Motion,
1. Consider providing a $10,000 donation to the President's Fund to support the
Cal State San Bernardino President's Academic Excellence Scholarship
Program and other preferred scholarships; and
2. Allocate $10,000 from the General Fund Community Contingency to fund the
contribution.
Background
Albert Karnig, President of Cal State University San Bernardino is retiring at the
conclusion of the school year. President Karnig has been instrumental in assisting the
Cal State University San Bernardino Palm Desert campus and the future Cal State
Palm Desert campus.
Cal State University is attempting to raise funds for the President's Academic
Excellence Scholarship Program and other preferred scholarships in the name of
President Karnig.
Currently the City does not have remaining funds in the FY 2011/12 Outside Agency
Budget and this request was not timely for consideration in the FY 2012/13 Outside
Agency Funding allocations. Therefore, if the Council wishes to approve the request,
funds must be appropriated from the General Fund Community Contingency. The
$10,000 amount does not represent any particular funding level; rather, an amount
suggested by the Mayor.

Fiscal Impact
The General Fund Community Contingency Account was established in the reserve
policy at a $500,000 level. Although the $500,000 has not been utilized to date, it is a
"wasting" amount and we may not be replenishing funds until our reserves and budgets
have stabilized.
The current reserve status is as follows:
$66M — Current Reserve
($9M) — RDA Loan that may not be repaid
$57114 — Estimate Reserve if RDA loan is not repaid to the General Fund
$45M — FY12/13 City Operating Budget
$ 9M — FY 12/13 Fire Budget
$54M — Total Operating Budget

Dear CSUSB Alumni, Parents and Friends.
This year we celebrate an important milestone for the
campus as Dr. Al Karnig concludes his fifteenth year of
extraordinary and dedicated service as our President. As
CSUSB's third president. Dr. Karnig has left an indelible
mark on every aspect of our campus. His legacy is
considerable. From the moment he set foot on campus,
he has effected positive change for faculty. staff, alumni,
community and most importantly, our students and has
moved our university forward.
President Karnig has built a sense of community among
all constituencies and has literally changed the face of
CSUSB, through his enthusiastic support and advocacy
for numerous projects in each one of our divisions. His

vision and support has allowed the university to realize 20 capital projects resulting in 35 new buildings and
an additional 1.3 million square feet of space, to reduce our carbon footprint and to build a technologically
sophisticated campus infrastructure, supporting our students and faculty with online courses. internet
resources and smart classrooms. Most notably, President Karnig has been a tremendous steward of our

campus budget. leadership that has allowed us to avoid major academic program reductions and personnel
layoffs.
Likewise, he has made communication a high priority by way of the faculty, staff and student open forums.
the Coyote Communique. and the CSUSB Magazine: has increased engagement across constituency lines
on campus and has forged a high level of transparency during the highs and lows that the university has
faced. He created the President's Academic Excellence Scholarship. supported student fee referenda that
provided funds to meet various student needs. drove the expansion of student housing and doubled if not
tripled, our grants and contracts. Under his tutelage, the Palm Desert Campus realized completion both
structurally and academically. and Coyote Athletics showcased the stellar accomplishments from our
student athletes, including exceeding the campus GPA average.
Finally. President Karnig has had the vision and foresight to lay the groundwork for a comprehensive 50th
Anniversary capital campaign. and to encourage all of us to be participants in the future of our campus.
On May 12th. the campus and community will celebrate President Karnig and his wife, Marilyn for their 15
years of outstanding service to this university. community and beyond at a festive retirement gala notably
themed. "A Tribute to President Albert Karnig, Celebrating 15 Years of Excellence." Proceeds from this
event will support the Cal State San Bernardino President's Academic Excellence Scholarship program and
other preferred scholarships.
Cal State San Bernardino is all about transforming lives and we believe every student merits support. Your
