Funds are available in Account No. 400-4800-454-3875. Executive Summary Approval of the request will provide City assistance to the subject property within the guidelines of the Facade Enhancement Program. Denial of the request will not allow City assistance. Background Wessman Holdings, LLC is the owner of the commercial building located at 73-520 El Paseo Drive (APN 627-211-024). The subject property is located on the north side of El Paseo Drive, east of San Pablo Avenue. The building is currently vacant and was formerly occupied by Del Rio's and Doug Arrango's Restaurants. The applicant is proposing a facade renovation and tenant improvements to convert an existing single story vacant building into two separate suites. Approximately 2,600 sq. ft. would be improved as one retail suite, and another 4,380 sq. ft. would be improved as one restaurant suite. Staff Report Approval of FEP Consideration Funds to 73-520 El Paseo Page 2 of 3 May 10, 2012 The proposed retail space is designed to match the other side of the restaurant, where the retail store Trio is currently located. The paint color, cornice details, window mullion design and color, and awning details were proposed to be replicated on the east end of the new retail space remodel. The Architectural Review Commission conditioned that the applicant return with a darker paint color on the retail space with a revised awning color prior to permitting. The rear facade is also being addressed by enclosing an existing outdoor patio and using it for retail storage. This area will be finished with stucco to match the existing retail space to the west. The restaurant will have a rear service entrance. The applicant has requested consideration for additional facade funding for the rear facade. The Fagade Enhancement Program (FEP) guidelines allows for dual facade enhancement funding consideration, where the project has a dual facade and frontage on to a public parking area such as the Presidents' Plaza 1/11 & III parking lots. The rear facade for this project is visible from San Pablo, but does not have frontage on to a public parking area and does not have a second public entrance. The proposed renovations at the restaurant suite create a faux second story facade covering the existing tile roof in the front and a portion of the existing roof in the rear. The copper half dome on the skylight will be removed. New air conditioning units will be placed in the flat roof area and screened from public view. The proposed restaurant building would be covered in a white washed, tan stone veneer mixture. A stone cornice is presented along with a stone veneer around the front entrance. A course of limestone will create the window sill for the upper windows, with wood shutters. New sliding pocket doors have been designed into the facade with fixed awnings above. No awning posts would interfere with seating areas below. The proposed improvements will modernize the building with contemporary features with an estimated construction cost between $700,000-$800,000. FEP Eligibility: The proposed facade enhancement project has a linear frontage of 80 feet. The current guidelines for the Fagade Enhancement Program (FEP) allow for standard sized lots (60-foot frontage, 12,000 square feet) to receive consideration for half the cost of improvements to a maximum of $40,000. Larger than standard -sized FEP projects are eligible for additional consideration funds based on $5,000 per each 10 feet of additional frontage above 60 feet, with a maximum cap of $75,000, subject to City Council. The size of this property makes it eligible for FEP consideration funds to $50,000. Commissioner Vuksic pointed out that the 19'-6" parapet will return on the west side of the tenant space and will head north all the way to the main volume and butt into it. The Commission reviewed and discussed the size of the rear door for the deliveries to the restaurant. On the back side of the new retail space, it was originally half open with a trellis area above that will be enclosed and used as a retail storage area. The railing in the back was "Smurf" blue and now will be painted black. There is an exposed beam with a trellis feature they will be plastering over, but the ends of the trellis feature will still be protruding out. In between the trellis pop outs the openings will be plastered. Lastly, the copper half dome on the sky light will be removed. Commissioner Levin asked about the railing and if there was patio seating. Ms. Wightman said the railing only comes out about 6" to 1' from the wall. When they open all the windows, it will give them an indoor/outdoor experience; they will just slide the tables up next to the wrought iron railing. Commissioner Touschner said the east wall is huge and probably an eyesore of the building because there is absolutely no detail along that wall. Mr. Wessman said there was a lot of bushes and trees that would be remaining. He said he couldn't do anything to it because he was right on the property line and the trees'Obelonged to the other property owner. Commissioner Gregory suggested he work so other property owner to address'the, blank wall.
