REQUEST: Rescind the Hiring Freeze enacted January 22, 2009

Recommendation:
Rescind the Hiring Freeze enacted January 22, 2009 and direct the City Manager to fill
allocated and budgeted positions as approved in the annual Salary and Allocated Positions
Resolutions in accordance with normal City procedures.
Background:
January 22, 2009, the City Council approved a hiring freeze which has been in effect since
that time. At the time of this action the City had 170 allocated positions, since then the City
has continued to reduce staffing through retirements, lay-offs, voluntary and involuntary
separations and anticipates having 108 employees at June 30, 2012.
At its April 23, 2012, study session, staff presented a reorganization plan which provided
for the recruitment and filling of four positions, while remaining within current budget
constraints.
Fiscal Analysis:
All positions filled will be allocated and budgeted.
