Recommendation
By Minute Motion, that the City Council:
1. Consider Fagade Enhancement Program funding to Wessman
Holdings, LLC for the rear building elevation located at 73-520 El
Paseo.
Background
Wessman Holdings, LLC is the owner of the commercial building located at 73-520 El Paseo
Drive (APN 627-211-024). The subject property is located on the north side of El Paseo Drive,
east of San Pablo Avenue.
At the meeting on May 10, 2012, the City Council approved Fagade Enhancement Program
funding in the amount of $50,000 for the building's front elevation. The applicant requested
consideration for additional facade funding for the rear improvements. The City Council directed
staff to bring this item back for consideration of funding for the rear fagade with an architectural
rendering illustrating the improvements. The owner will provide the additional rendering to
illustrate the proposed improvements at the May 24, 2012 meeting.
FEP Eligibility
The Fagade Enhancement Program (FEP) guidelines allow for dual fagade enhancement
funding consideration, where the project has a dual facade and frontage on to a public parking

area such as the Presidents' Plaza 1/11 & III parking lots. The rear fagade for this project is
visible from San Pablo, but does not have frontage on to a public parking area and does not
have a second public entrance. The City Council may consider approval of funding for the rear
fagade, but staff recommends that the funding consideration be done outside of the FEP
guidelines.
Fiscal Analysis
The Fagade Enhancement Program budgeted $150,000 in the Fiscal Year 2011/2012. The
Fagade Enhancement Program Account No. 400-4800-454-3875 has $24,762 remaining for this
fiscal year. If funding is approved, the FEP account will be fully encumbered for this fiscal year.
