IV. CONSENT CALENDAR
Minutes of the regular meeting held on July 18, 2012.
Upon Motion by Commissioner Bussing and second by
Commissioner Hough, the Minutes of July 18, 2012 were approved
unanimously with Commissioner Boren absent.

Council approved the second public art component, "Desert
Windows" by Steven Rieman, for the Westin Desert Willow
project.
PLANNING COMMISSION REPORT — Sonia Campbell
Ms. Campbell reported that at its meeting of September 18,
the Planning Commission approved six buildings with 72
condominiums at Villa Portofino. The developer had asked
for a variance to allow for roof decks as the ordinance does
not allow them. The Architectural Review Commission
approved the variance for the roof decks, but the Planning
Commission did not as it felt it would set precedence and
other developers would request an exception.
ARCHITECTURAL REVIEW COMMISSION REPORT —

Mr. Vuksic reported that the Architectural Review
Commission approved a fagade enhancement of a

contemporary design to a building on El Paseo east of
Starbucks on San Pablo.
Sixteen homes were approved at University Point.
The Commission asked the developer of the former Forest
Lawn Mortuary on San Pablo to return with a more refined
fagade enhancement design.
Mario's Italian Cafe was approved and will occupy the former
Gaslight Pizza and Pasta on Highway 111 near Tony
Roma's.
D. PALM SPRINGS ART MUSEUM IN PALM DESERT
REPORT — Arlene Amick
Ms. Amick reported that two sculptures (Donald Judd and
Yehiel Shemi) have been installed in the Eric Johnson
Memorial Gardens.
Additional lighting and security cameras are being installed
to the exterior of the building.
Beginning in October the docent tours will include the
exhibition in the building as well as the sculptures in the Eric
Johnson Memorial Gardens.
The Make it Work. Material Matters in Art and Design
exhibition will open October 13. Community Day — Day of
the Dead at the Palm Desert location is November 10 from
8:30 p.m. to midnight.
Beginning in November the Museum will be included in the
El Paseo Art Walk on the first Thursday night of each month
from 4 — 9 p.m.
The Museum will have its first membership drive called Meet
the New Museum with an Andy Warhol themed party on
November 10.
The Education Department has been working with the
Farmers Market that occupies the parking lot on
Wednesdays and will begin giving tours to the schools to
include the Sculpture Garden, Museum, and Farmers
Market.

A tour has been set up at the Palm Springs Art Museum in
Palm Desert for the Art in Public Places Commissioners and
Public Art Docents on November 8 at 10:00 a.m. Please
confirm your attendance with Debbie Thompson.

VII. NEW BUSINESS
A. APPROVAL OF REVISED PROPOSAL LOCATION AND
DESIGN OF "DESERT WINDOWS" BY STEVEN RIEMAN
FOR THE WESTIN DESERT WILLOW
Ms. Schwartz reported that Westin Desert Willow
approached staff about a slight revision to the design of the
sculpture and a change of the location of "Desert Windows"
by Steven Rieman. At its meeting of July 18, 2012, the Art in
Public Places Commission approved the proposed sculpture,
"Desert Windows", to be integrated into a planter that is
under the porte cochere. City Council approved the initial
proposal at its meeting of August 23, 2012. Westin Desert
Willow is now proposing to locate the sculpture closer to the
entryway off of Portola Avenue. Because the changes were
minor it will not need approval from City Council. Ms.
Schwartz was told by the developer that the trees that
surround the area where the art will be placed will not
obstruct the art as the trees mature. The artwork will be
more visible to visitors in the new location.
It was moved by Commissioner Hough and seconded by
Commissioner Bussing to approve the revised proposed
location and design of "Desert Windows" as the public art
component by Steven Rieman for the Westin Desert Willow.
Motion carried with Commissioner Boren absent.
B. CONSIDERATION OF A THEME AND TITLE FOR THE
2013 STUDENT ART AND ESSAY CONTEST
Ms. Thompson asked the Commissioners for ideas of a
theme and title for the 2013 Student Art and Essay Contest.
Commissioner Bussing noted that there has been less
participation from the high school in the art category. Mayor
Pro Tern Kroonen suggested that staff make a presentation
to the Youth Committee asking for possible theme ideas and

suggestions on how to get the teachers more involved and
encourage participation from the students.
it was moved by Commissioner Thompson and
seconded by Commissioner Miller to direct staff to make a
presentation to the Youth Committee for possible theme
suggestions and how to encourage more participation from
Palm Desert and Xavier high schools for the 2013 Student Art
and Essay Contest, and continue this item to the meeting of
October 17, 2012. Motion carried with Commissioner Boren
absent.
C. CONSIDERATION OF ARTISTS TO BE INCLUDED IN
CITY OF PALM DESERT'S ARTIST REGISTRY
The following artists applied to be included in the City of
Palm Desert's Artist Registry. Diana Kersey, Joshua Stein,
Kelton Osborn, and Kevin Bate.
it was moved by Commissioner Darby and seconded by
Commissioner Thompson to include artists Diana Kersey,
Joshua Stein, and Kevin Bate into the City of Palm Desert's
Artist Registry. Motion carried unanimously with
Commissioner Boren absent.

X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery
Ms. Schwartz reported that she is currently installing the new
show in the Gallery, THREE, which includes artwork from
Ryan Campbell, Ric Rowland, and Mario Pikus. The
opening reception is Monday, September 24, at 5:30 p.m.
B. Docent Program
Ms. Schwartz reported that sixteen people attended the
September Second Saturday docent tour of the El Paseo

Invitational Exhibition. That was the last tour of the
2011/2012 El Paseo Invitational Exhibition as the
deinstallation process will begin the second week of
October.
Ms. Schwartz stated that she is going to place an ad in the
McCallum Theatre program regarding the public art docent
tours.
The October Second Saturday tour will be at the Civic
Center Park instead of the Library as originally scheduled as
the Library is still closed for renovation. The Second
Saturday November tour will be at the Library.
C. El Paseo Invitational Exhibition
Ms. Schwartz reported that deinstallation of the 2011 /2012
El Paseo Invitational Exhibition will begin October 8. The
installation of the 2013/2014 El Paseo Invitational Exhibition
will begin the second week in November.
Ms. Schwartz is working with the designer for the
advertisement of the upcoming El Paseo Invitational
Exhibition.
D. Desertscapes
Ms. Schwartz reported that the first meeting for 2013
Desertscapes was held on September 12. The
organizations who attended the meeting were very
enthusiastic about the events that will take place during
Desertscapes. Ron Backer will exhibit in the Palm Desert
Community Gallery in April, which will be part of the City's
Desertscapes participation. The April film for the Public Art
Film Series will also be related to Desertscapes.
Ms. Schwartz will work with Elaine Mathews to plan a free,
plein air painting workshop in the Civic Center Park.
XI. REPORTS AND REMARKS
A. STAFF
Ms. Thompson noted that she handed out the invitation for
the dedication of "R. Hero" to the Commission members.

Chairperson Snyder will introduce the artists.

Motion was seconded by Commissioner Miller with Commissioner
