1. Approve a reimbursement to the Joslyn Center in the amount of $10,654.03
for water meter installation.
2. Appropriate $10,654.03 from the Unobligated General Fund to Account No.
110-4614-453-3325.
Backaround
Earlier this year, staff requested the Coachella Valley Water District (CVWD) investigate a
concern of former Joslyn Center Director Peter Rittenhouse regarding high water bills. The
CVWD ascertained that there was a water meter set up in 1996 exclusively for irrigation use and
that its use had changed. The meter was found to be serving irrigation and the restroom/sinks
for the Center's Building Two.
CVWD regulations require that meter classification be consistent with actual usage of the meter.
The meter had to be changed from an irrigation class to a business class. The change in
classification would result in sewer charges being assessed based on total water used. The
option to prevent volume based sewer charges for Building Two would be to establish a
separate service and install a new meter. The following options were presented by CVWD to
better ascertain the appropriate course of action:

Service
Installing a new business classification meter and service is the most cost-effective solution. The
Cove Commission reviewed this item at its October 17, 2012, meeting and recommended
reimbursement to the Joslyn Center for installing the new meter. Staff recommends that the City
Council reimburse the Joslyn Center for the City's portion of these costs, based on the Cove
Formula.

In response to your letter dated February 15, 2012, a review has been conducted. The meter in
question was set up in 1996 exclusively for irrigation use. Coachella Valley Water District (CVWD)
staff conducted a field investigation after receiving a call from former Joslyn Senior Center Director,
Peter Rittenhouse regarding high bills. Our investigation revealed that the use of this meter had
changed. This meter was found to be serving irrigation and the restrooms and sinks for building 2.
We fully acknowledge and appreciate that the Joslyn Center has maintained water use in the efficient
category. CVWD also would like to note that with the addition of new service and meter, your
rating should remain efficient, should the usage practices remain the same.
CVWD regulations require that meter classification be consistent with the actual usage of the meter.
This meter will be changed from an irrigation class to a business class. The change in classification
will result in sewer charges being assessed based on total water used from this point forward. The
option to prevent volume based sewer charges for Building 2 is to establish a separate service and
install a new meter.
CVWD respectfully recognizes that the Joslyn Senior Center must weigh the economic impact of
installing anew meter or accepting a meter classification change. To assist in the analysis we
provide the following options.
Option 1- Change meter classification to Business: additional volume -based sewer charges
incurred for the period of February 2011 through January 2012, for instance would have been
approximately $4,327. These charges will continue for the life of the account. The volume based
sewer charges is calculated on all water passing through the meter, which includes water for
irrigation as well as water for the building. Without a separate meter, there is no accurate way to
charge for water used in the building that must be treated by the sewer system. Therefore, the district
must charge for all water that passes through the meter.

Option 2 - install new Business classification meter and service: The Joslyn Center would incur
larger costs to initially have the new meter installed and plumbed to the newer building, but yearly
costs thereafter would be significantly reduced from the option of simply changing the meter
classification. The cost of purchasing a new W meter is as follows:

Monthly sewer charges, based on current estimated water use in the building would be approximately
$24.50 per month, or $294.00 per year. Although it is difficult to determine the exact cost to install
piping from the new meter and service to the building, the sewer charges saved per year are
significant and most customers who make this investment will find a payback of less than three
years.

CVWD would like Joslyn Senior Center to be compliant with established regulations; however, we
understand the modificationstcorrections could be cost prohibitive right now. CVWD therefore
provided the results of our full investigation and leaves the economic decision to Joslyn Senior
Center.

Re: Irrigation Water Service Repair
The purpose of this memorandum is to document the "Irrigation Water" issue that has now been
resolved at Joslyn Center, and to respectfully request reimbursement for the repairs involved.
Problem
The irrigation water problem was first identified at Joslyn Center during the fall of 2011, to the best of
my knowledge. A water meter that was intended to solely serve the irrigation at Joslyn Center was
(inadvertently) also serving our Building 2. This is unacceptable to CVWD, as water used for separate
purposes (such as outdoor landscape irrigation and indoor business use) must be metered separately
because they are sold at different rates. Various ideas existed at the time as to the best methodology to
utilize to remedy the problem. Once I was hired as Executive Director at Joslyn, my first course of action
regarding this issue was to get assurance that the water being used in Building 2 was potable water, and
that the tap water was "safe" and of a consumable quality for our staff, members and guests. Indeed,
we learned that the quality of the water was not part of the problem and we were quite relieved.
Selection of Contractor
Once that issue was favorable resolved, I consulted with Spencer Knight, Landscape Manger at the City
of Palm Desert, as to appropriate contractors who would have the knowledge and skills to resolve this
problem. Mr. Knight recommended three (3) contractors who were invited to submit bids for the
project. A copy of Joslyn's Request for Bid is attached (ATTACHMENT #1).

The above table describes the contractors invited to submit a bid on our project and the result of their
bids. Copies of both bids are attached (ATTACHMENT #2 and ATTACHMENT #3).
During the bidding process, it was determined that the system would also require CVWD to install an
additional water meter and a backflow device. Copies of the CVWD service request (ATTACHMENT #4),
invoice (ATTACHMENT #5) and final letter from CVWD indicating that Joslyn now complies with CVWD
requirements (ATTACHMENT #6) are attached. The contractor installed the collateral piping, pressure
regulator, etc. The job also required the contractor to cut and then replace a line of asphalt in our
parking lot.
Job Completion
Once the new water meter was installed by CVWD, Hammer Pumping & Plumbing completed the job.
Copies of Hammer's invoices (marked "Paid") are enclosed along with a statement from Hammer
Pumping and Plumbing showing that Joslyn has a zero balance due (ATTACHMENT #7, ATTACHMENT #8
and ATTACHMENT #9).

The tables below show the total cost of the project and the estimated breakdown of each Cove City's
portion of the expense that is now due to Joslyn Center.

*This is an explanation of the "Surcharge" included in the CVWD invoice:
The standard Service Connection for the District consists of a 1- inch service line with a %- inch meter.
The District has 4 different sizes of domestic meters (3/4", 1', 1 %" and 2"). All meters larger than the
standard %" have a surcharge cost. They are:
%" meter = no surcharge
1" meter = $2,512 surcharge
1 %" meter = $8,735 surcharge
2" meter = $16,233 surcharge
The meter surcharge purpose is to provide funds for the construction of off -site facilities that are
necessary to provide greater flows for meters larger than the standard W meter.

meters (a Class 50 Landscape meter) was plumbed into when our Building 2 was constructed and the

quake, or by theft or vandalism, any work done by contractor in restoring project shall be paid for by owner weekly as stated in paragraph 5 hereof.
7. INSURANCE: Contractor shall carry Workers' Compensation Insurance for the protection of contractor's employees during progress of the
work. Owner shall obtain and pay for insurance against injury to his own employees, if any, and persons under owner's direction, and persons on the
