REQUEST: REQUEST TO PARTICIPATE IN THE RIVERSIDE COUNTY
SHERIFF'S DEPARTMENT'S 2013 "EVERY FIFTEEN MINUTES"
PROGRAM IN AN AMOUNT NOT TO EXCEED $6,900.

Recommendation
By Minute Motion, approve the City of Palm Desert's participation in the 2013
"Every Fifteen Minutes" program, in an amount not to exceed $6,900. Funds for
this program are available under the Police Contingency Account No. 110-
4210-422-3042.
Commission Recommendation
The Palm Desert Public Safety Commission is scheduled to review this item on November
14, 2012, after this report was prepared. Staff can provide an oral update on the
Commission's recommendation upon request.
Background
The "Every Fifteen Minutes" program is a two—day event aimed at high school juniors and
seniors, which focuses on the negative consequences of drinking, personal safety, and the
responsibly of making mature decisions when alcohol is involved. The program's name
stems from the fact that approximately every fifteen minutes an individual in the United
States is killed from an alcohol -related traffic collision.
The first day of the event focuses on a mock traffic collision that is very realistic. It includes
students that portray injured and deceased victims. The students that are playing victims
are chaperoned and stay overnight in a local hotel, to emphasize their absence. On the
second day, students attend a mock funeral service, including a video presentation of
student victims before the accident and during the accident itself. Selected students also
speak at an assembly, along with guest speakers who were negatively impacted by
drunken drivers.
The Cove Commission was requested to help fund this program, in the amount of $10,000.
The Commission approved participation in the program, with each city's portion based on
the Cove Commission Funding Formula.

Based on this amount, Palm Desert's share is approximately $6,900. Staff respectfully
recommends that the City Council approve participation in the 2013 "Every Fifteen
Minutes" program.
Fiscal Analysis
Based on the Cove Formula, the City of Palm Desert's share of the participation cost is
approximately sixty-nine (69%) or $6,900. Funds for this program are available under the
Police Contingency Account No. 110-4210-422-3042.
