Recommendation
By Minute Motion, approve the Cal COPS Supplemental Law Enforcement
Services Funding (SLESF) Expenditure Plan, as provided by the Chief of
Police, for expenditure of a $100,000 grant award to cover the cost for the
2012 Holiday Theft Suppression Program and miscellaneous equipment,
services, and supplies to support front line law enforcement services.
Commission Recommendation
The Palm Desert Public Safety Commission is scheduled to review this item on
November 14, 2012, after this report was prepared. Staff can provide an oral update on
the Commission's recommendation upon request.
Executive Summary
The City of Palm Desert is eligible under SB 1023 to receive $100,000 in Cal COPS
Supplemental Law Enforcement Services Fund (SLESF) funding for FY 2012/2013.
The purpose of the Cal COPS SLESF grant is to provide funds to local governments for
underwriting projects to reduce crime and improve public safety.
The processing requirements for this grant have changed significantly under recent
legislation. Staff ascertained that there are no longer State Controller reporting
requirements or a Riverside County SLESF Oversight Committee. In the case of a city,
the city council shall appropriate existing and anticipated moneys exclusively to fund
frontline municipal police services, in accordance with written requests submitted by the
Chief of Police.

The Chief of Police indicates that the Palm Desert Police Department recommends
utilizing the FY 2012/2013 SLESF funds as indicated:
Holiday Theft Suppression Program $40,000
Service and Supplies $25,000
Equipment $35,000
Administrative Overhead $0.00
TOTAL $100,000
The restrictions for the funds are as follows:
• Funds are to exclusively provide front line law enforcement services. These
monies shall supplement existing services, and shall not be used to supplant
any existing funding for law enforcement services provided by that entity.
Administrative overhead costs in excess of 0.5 percent of a recipient entity's
SLESA allocation for that year is not allowed (we have $0.00 historically).
The cost of any capital project or construction project that does not directly
support front line law enforcement services is not allowed.
2012 HOLIDAY THEFT SUPPRESSION PROGRAM
The Palm Desert Police Department recommends continuing the Holiday Theft
Suppression Program during the 2012 holiday season. The program is staffed with
overtime officers working seven days a week in the retail shopping areas between
"Black Friday" and Christmas Day. During the overtime shifts, officers patrol on foot,
bicycles, Segways, golf carts, horses and patrol cars.
The program's purpose is to conduct high visibility patrols in those locations, and in
surrounding residential areas, in an effort to deter crime during the Holiday Season. In
addition, those assigned officers handle radio calls and other business related crimes in
their assigned areas.
The program's focus areas include the El Paseo Business district, the Highway 111
corridor, the Westfield shopping center, and the Walmart/Costco complexes. Staff
anticipates that the program cost will be approximately $40,000.
EQUIPMENT, SERVICES, AND SUPPLIES
These monies are used to fund multiple items, including but not limited to, monthly
vehicle rental for undercover officers in the Business District Team, raid vests for new
special team members, Police Department golf cart maintenance, shoulder patches, K-9
supplies, police vehicle decals, radar gun purchase and maintenance, safety supplies,
training, cellular telephone service for special teams, and ticket writers. Additionally,
computers, technology and other support apparatus will be purchased using these
funds. Staff anticipates that these items will cost approximately $60,000.

Fiscal Analysis
Should the City Council concur with staff's recommendation, the City of Palm Desert will
accept Cal -Cops SLESF funding in the amount of $100,000.
Staff anticipates that counties should get the first quarter SLESF payment in December.
The County Auditor should allocate these monies in the County's Supplemental Law
Enforcement Services Account (SLESA) within 30 days. The funds will then be
deposited in an SLESA established by the City. Staff estimates the City should see the
first quarter payment by February 2013.
The current Cal -COPS balance is estimated at $36,425.56, which should adequately
fund the Holiday Theft Suppression Program, until the FY 2012/13 funds are deposited
by the City.

Dear Mr. Wohlmuth,
This letter is to serve to meet the statuary requirements of California Assembly Bill 2885
which requires that the Chief of Police of a California Municipality receiving
Supplemental Law Enforcement Services Funding (SLESF) draft a written request
outlining a spending plan for approval by the City Council. In accordance with the
requirements of SLESF, all of the following proposed expenditures are for "front line
law enforcement" and will not be used to "supplant" any existing funding for this agency.
The following is a general list of proposed expenditures for the $100,000 allocated to the
City of Palm Desert Police Department:
• Holiday Theft Suppression Program $40,000
• Services and Supplies $25,000
• Equipment $35,000
• Administrative Overhead 0
Holiday Theft Suppression $40,000
The Palm Desert Police Department first implemented the Holiday Theft Suppression
Program during the 2010 holiday season. The program is staffed with overtime officers

Should the City Council concur with staff s recommendation, the City of Palm Desert
will accept Cal- Cops Supplemental Law Enforcement Services Funding (SLESF)
funding in the amount of $100,000. The SLESF expenditures will continue to be reflected
in The City of Palm Desert Fiscal Account # 229-4210-422-3914.

To All Supplemental Law Enforcement Oversight Committees (SLEOC) and Recipient
Entities
This letter serves to inform each of the 58 Supplemental Law Enforcement Oversight
Committees (SLEOC) and all recipient entities that Chapter 43, Statutes of 2012 (SB 1023),
amended Government Code Section 30063. It removed the reporting requirements to the State
Controller. Therefore, the summary of annual reports previously due on October 15 each year is
no longer required.
It is the intent of the State Controller's Office to inform all SLEOCs and Supplemental
Law Enforcement Services Fund (SLESF) recipient entities of the reporting changes made to
SLESF. Therefore, we request that each county's SLEOC provide a copy of this informational
letter to each SLESF recipient entity as soon as possible.
We hope that this helps clarify that there is no longer a requirement to submit the
Supplemental Law Enforcement Services Fund Annual Report to the State Controller's Office.
