Box 12765 Palm Desert, CA 92255 October 11, 2012 Survey Post Card Route Map of Impacted Areas Only Palm Valley Country Club 39-205 Palm Valley Drive Palm Desert, CA 92211 By Minute Motion, approve the route change for Palm Desert Resorter and Palm Valley Country Club from Thursday to Monday service day and designated residential areas south of Hwy 111 to north of Grapevine and east of Hwy 74 to west of Cook from Monday to Thursday service day. Discussion At its meeting of September 13, 2012, City Council requested that staff obtain feedback from residents within the non -gated communities south of Hwy 111 and east of Hwy 74 regarding a proposed change in their solid waste and recycling pickup day from Monday to Thursday. Staff sent a letter to the 1,726 potentially affected residences advising them of the proposed change and requested feedback either by phone or via the pre -paid postage postcard that was included with the letter. Following are the questions that were listed on the postcard as well as the responses received: • Change in service day does not negatively impact my household: 69 • Either day meets our needs: 85 • Postcards that marked both of the above: 39 Total of resident responses that change would not affect them: 193 • Preference of service day would be to remain on Monday: 168 Note: Some of the responses simply reflected that they would prefer the Monday service day because of weekend gardening and social activities, as well as weekend residents. STAFF REPORT SOLID WASTE & RECYCLING ROUTE CHANGE TO PALM DESERT RESORTER AND PALM VALLEY COUNTRY CLUB OCTOBER 11, 2012 PAGE 2 It should be noted that of the above residents that indicated that their preference would be to maintain Monday service, many have side and rear yards to accommodate the trash containers. In addition, these residents have the option of walk-in service provided by Burrtec for a monthly charge of $8.74 for trash and recycle containers, and $8.74 for the green waste container. However, in the case of Palm Valley and the Resorter, the majority of residences have no side or rear yards to accommodate containers; therefore, they do not have the option of walk-in service. In addition, each of the HOAs have issues relative to their central trash enclosure area that impacts the ability to add more bins to accommodate the increased trash needs of residents (e.g., Resorter has no actual space to place additional bins or expand enclosure itself and Palm Valley would have to incur significant costs to enlarge their trash area). In addition, staff requested that Burrtec look at the possibility of accommodating all areas for a Monday service day; however, this is not possible without negatively impacting residents within other jurisdictions, as well as their internal operations (e.g., Employees would work more than 8 hours on Monday and only 4 hours on Thursday, potential costs, inefficiency of man power and equipment, etc.). Burrtec informed staff that in order for them to implement the City's original request to only service Palm Desert residents and businesses, they had to change routes in other jurisdictions which negatively impacted those jurisdictions residents at that time. As a result, Burrtec sold the other cities on the change based on the fact that all cities are subject to AB939 and are required to track diversion tonnage as well as recycle tonnage. Given this, impacted cities approved the route changes. Burrtec has noted its concerns with approaching at least one of these communities to request a route change that would again impact their residents. Therefore, staff is recommending that City Council approve the change of service days as outlined above. I understand that on October 11 you will be considering the recommendation to return Burrtec garbage/trash collection day at The Resorter to Mondays. The change to Thursdays has been very problematic for Resorter homeowners. I am sure you have been advised that many homeowners rent their homes (with changeovers on the weekend) or use them on weekends. If the garbage pickup is only on Thursday, garbage must either sit out on the street or not be picked up until someone puts it out on Thursday, if anyone is available, to do it on Thursday. Neither of which is an acceptable option. No justification was ever provided for the change to Thursdays, but since I am advised that Burrtec and the City Manager have come up with suggested route changes to accommodate the return to Monday pickups, I strongly urge you to approve the return to Mondays. The homeowners of the Resorter would greatly appreciate the return to Monday pickup. Equally important is the the solution to the public sanitation problem of uncollected garbage and trash. I will be unable to attend the Council meeting but; I would like you to please approve the recommended return to Monday pickup. Respectfully, C.D.
