REQUEST: DIRECTION RELATED TO A -FRAME AND PEDESTAL SIGNS

Recommendation
By Minute Motion, direct staff to modify Palm Desert Municipal Code
Section 25.68.080(G) Pedestrian -Oriented Signs.
Background
On August 23, 2012, staff presented a staff report seeking direction related to A -frame
signs and pedestal signs. Based on the discussion at the meeting, the item was
continued with the direction that staff should meet with El Paseo merchants and
Chamber of Commerce representatives for input on the matter. On September 28,
2012, st^`f ;Zt with three individuals representing the merchants and Mayor Pro Tern
Kroonen to discuss the pros and cons of A -frame and pedestal signs.
The representatives for the merchants stated that the need for these types of signs has
changed over the years. They stated that the signs should only be allowed during the
summertime, when the need for store doors to be closed to the hot outside air
temperatures can make it appear that the business is closed. , They also endorsed use
of the signage when buildings are all but vacant, with only one business open. There
was not a preference between A -frame or pedestal signs so long as each business
would only have one sign, and the sign was of good quality. The following standards
were recommended:
• Allowed during summer months between June land October 1, or during anytime
a business is the sole tenant of an otherwise vacant multi -tenant building.
• One sign per business.
• City approval of the sign is required, with an approved sign receiving an
identifying sticker for ease of enforcement.
• Graphics and text should be for business identification only, not for advertising of
sales.

Based on the meeting, municipal code Section 25.68.080(G) Pedestrian -Oriented Signs
will have to be modified. In addition to the standards above, staff is recommending that
these standards be applied Citywide since the current signage ordinance does allow
pedestal signs for all businesses, and the recommended regulations would be beneficial
for all similarly -situated businesses. This would restrict the signs to only the summer
months addressing both the City's concern for limiting advertising displays, and the
business community's need for additional signage during the slower summer months.
If the City Council concurs with the staff recommendation, these changes will be
codified in the update of the zoning ordinance that is now underway.
Fiscal Analysis
There is no fiscal impact to the City associated with this request.
