SUBJECT: City of Palm Desert Housing Element Update
As you recall. Lawrence- Castaneda was the low bid for the City's housing element
update.
The Council directed staff to reissue the Request For Proposal (RFP) to include the
land use element update. However, when the staff modified the RFP they did so in
a way that precludes Lawrence-Castaneda from submitting a proposal.
This new criterion requires providing contacts for five housing elements prepared
by Lawrence- Castaneda as a "firm" to meet threshold requirements. This
provision eliminates consideration of the well over fifty housing elements that
Lawrence and Castaneda have successful drafted, submitted, and received HCD
certification, as individuals. Lawrence- Castaneda is a joint venture and not a
"firm;" and, we do not have five housing elements working together.
Based on the City staff position, and their stated relationship with Terra Nova, we
did not feel that it would be in the best interests of either the City of Palm Desert
or Lawrence- Castaneda, for us to proceed with this project. Therefore, we have
respectfully chosen not to respond to your latest RFP.
