Recommendation
By minute motion:
1. Approve the refurbishing and remounting of Palm Desert Medic Unit. No. 233 by
Frazer, Ltd. (Houston, TX), in an amount not to exceed $109,500.
2. Appropriate $109,500 from the Unobligated Equipment Replacement Fund to
Account No. 530-4195-415-4030 for the refurbishing and remounting of Palm
Desert Medic Unit. No. 233 by Frazer, Ltd. (Houston, TX).
3. Approve out-of-state travel for one Fire Department representative to travel to
Houston, TX, to inspect refurbished Medic Unit No. 233.
Commission Recommendation
The Palm Desert Public Safety Commission meeting of October 10, 2012, was canceled
and the Commission did not have the opportunity to review this item. As the Fire
Department indicated that this item is time sensitive, based on the vendor's schedule, staff
expedited this request to the City Council. However, staff will inform the Commission of the
Council's action in this matter.
Background
Palm Desert Medic Unit No. 233 is currently in service as a front line paramedic
ambulance with its primary response area being the eastern portion of the City of Palm
Desert. This unit is based out of Indian Wells Station No. 55. The Fire Department is
recommending Medic No. 233 be refurbished based on mileage and wear. The City
Council approved this refurbishment as part of the FY 2012/13 Fire Department Budget.

New equipment is being added to the transport ambulances, thus increasing the weight
of the units. This requires the Fire Department to utilize a larger chassis to
accommodate and provide a safe Gross Vehicle Weight Rating (GVWR). Coupled with
the additional equipment replacement not previously identified, the proposed
refurbishment cost is more than was anticipated earlier this year.
Fiscal Analysis
Approval of staff's recommendation will result in an estimated not to exceed $109,500
appropriation from the Unobligated Equipment Replacement Fund. The cost to
refurbish/remount Medic Unit No. 233 from Frazer is approximately $40,000 less than
purchasing a new ambulance unit and is broken down as follows:

Proposal:
1 year preventive maintenance contracts on the Stryker Power Pro gurneys.
Background:
Currently the city of Palm Desert has in service 6 Stryker Power Pro gurneys in each of the
ambulances. These gurneys are one of the most important tools on the ambulance and get
utilized several times each day.
To ensure that all the Stryker Power Pro Gurneys are in good working order in accordance with
manufactures guidelines, a preventive maintenance program needs to be in place. Stryker or
their authorized repair company will service each gumey 2 times a year. New 24v DeWalt
batteries will be included in the preventive maintenance agreement.
Fiscal impact:
6 -1 year gurney preventive maintenance contracts @ $882.00 ea: $59292.00 total

Background:
The Palm Desert Fire Marshal's office employees are re required to q remain current on
fire alarm, fire sprinkler, electrical, building, and code related issues. It is required for

seminars throughout the year. This training includes mandatory State Fire Marshal
Prevention courses, NFPA courses and seminars, and attendance by staff to training

Background:
e Thermal Imaging Cameras are needed to replace the current ones which are ten years old.
Understanding the current budget climate, we are suggesting having 2 of the current
cameras rebuilt to modern, updated standards in lieu of purchasing new cameras at this
time. The current cameras assigned to T33 and Engine 71 are becoming more maintenance
intensive, spending more time in the shop and out of service. While usable, but costly to
repair, an up -dated model would better suit our needs with more service time allowing us to
better effect a life rescue in a faster and more efficient manner. Today's TIC's have features
that make current models obsolete. The primary function of Truck companies Is Search and
Rescue and Ventilation. These new camera rebuilds will provide enhancement to images in
all temperatures and maintains heat source definition where the older cameras lose their
way.
Fiscal Impact:
$4500.00 Total Cost. $3000.00 for Engine 71, $1560.00 ( 52% ) for Truck 33.
Note: 2 new cameras would cost over $20,000.

Medic 255 is currently in service as a front line paramedic ambulance with its primary response area
being the eastern portion of the city of Palm Desert and is stationed out of Indian Wells station 55.
In 2009, the city of Palm Desert staffed a forth front line paramedic ambulance to handle the
increase of medical emergencies utilizing an older reserve ambulance.
Medic 255 is a 2003 Ford F350 with a Frazer Ambulance buildup. This unit has a total of 130,393
miles and has had an average maintenance repair costs of $6,812.00 over the previous three years.
Previously when an ambulance was in need of replacement, we would purchase an entire new unit.
While the mechanical components of the cab were in need of replacement, the ambulance box or
patient area is usually in good shape. Over the past few years, the city has purchased several
Frazer Ambulances. These self-contained units provide the ability to remount the existing
ambulance box on a new chassis. The ambulance box is refurbished as needed (new floor,
cabnets, latches, ect.) then remounted. This amounts to a savings of $50,000 over the cost of
replacing with an entire new ambulance.

Background' The North Palm Desert Fire Station (71) opened its doors in the spring of 1987.
Since that time the call volume has steadily increased to the current level over 4,300 calls for
service annually. The Station houses one staffed Engine and Medic unit with the total of 5 to 6
L' full time firefighters on duty each day.
After over 20 years of the fire station providing service to the area, it received a remodel. The
remodel changed the configuration of the firefighter's barracks, dividing the barracks into 5
individual cubicles. The cubicles have no place to store personal items, an alarm clock, cell
phone charging or computers. Placing a nightstand in each cubicle will provide the ability for
each firefighter to have personal space within the cubicle.

area needs replacement. This is a Headquarters Station and we have a variety of
people coming in and out of this station from school field trips to citizens asking for a
blood pressure check. Station 33 personel take pride in the up -keep of our station, but
with carpet over 20 years old there is only so much we can do.

Re: Sole Source Purchase Justification — Ambulance
The Fire Department is recommending the sole source purchase of a specified
ambulance from Frazer Ltd, Houston Texas. The following justifications are
provided in support of this purchase.
• Only known manufacturer of this product:
Based on extensive research, Frazer is the only manufacturer of an ambulance that
has a generator powered patient care module. In this design, all electrical for lighting,
air-conditioning, on -board medical equipment, as well as all sirens and warning lights
are powered by a separate on -board generator. In other traditional ambulances, power
is derived from the engine -driven alternator. This is often inadequate, and has proven
to be unreliable, and prone to breakdown — especially in our desert climate.
Additionally, these units have a separate heavy duty RV -style air conditioning
module which has proven effective in our desert heat. The ability to connect these
units to a shore line while in quarters allows us to respond with a pre -cooled unit
which is important for the medications and fluids we carry.
• Compatibility to existing ambulance fleet:
The cities of Palm Desert, Rancho Mirage, Indian Wells and Indio have been
purchasing Frazer ambulances since 1999. Currently there are 16 ambulances in the
fleet, of which 14 are Frazer ambulances. Standardization provides operational
benefits in the form of common layout, uniform storage of supplies and ease of use by
Paramedics under stressful situations. Maintenance issues are improved via a
standardization of parts, allowing a ready inventory of spares. Familiarity of systems
and equipment also produces a reduction in repair time by mechanics.
9 Cost savings:
The purchase of the Frazer Type I ambulance aids in future savings to the partner
cities, as these ambulances are designed for the patient compartment to be refurbished
and remounted on a new chassis as replacement cycles are reached. Once the unit has become
worn out, the department will only need to remount the patient compartment instead of replacing
the entire ambulance, therefore reducing the ambulance replacement by approximately 33%, while
producing a product that is essentially new. This is done by the replacement of the cab/chassis
with a brand new one, and the removal and complete refurbishment of the patient care
compartment.
• Consequences of not securing this specific item:
A. The loss of generator powered, commercial air conditioning units as part of the integrated
ambulance specification.
B. The inability to remount the ambulance box on a new chassis in the future.
C. Possible increase in repair costs.
D. Possible increase in out of service time for repairs.
E. The lack of a standard for ambulances within the department.
In summary, the desert climate we operate in is unique compared with many areas of the United
States. The harsh summer weather puts an incredible burden on air conditioning and electrical
systems of ambulances. The proper functioning of the ambulance in general, and these systems
specifically are critical to our emergency response, care and treatment of our residents. Through
our extensive history and use, the Frazer Units have been determined to meet our needs and
provide reliable service. We recommend the continued sole source purchase of these vehicles.
