GIBSON, FINANCE DIRECTOR 01)k/ DATE: SEPTEMBER 10, 2012 SUBJECT: REVISED RESOLUTION TO AMEND YEAR-END BUDGET ADJUSTMENTS (RESOLUTION NO. 2012 - 62) The resolution amending the Fiscal Year 2011-12 budget to provide transfer, appropriation and estimated revenues of unobligated funds from the gas tax, Fire fund, Properties City/RDA, Palm Desert Recreational Facilities Corporation (PDRFC), public safety fund and the general fund as of June 30, 2012 has been revised. Due to the changes in the new Cal PERS system and the process of reporting through our HTE financial system for payroll, calculations were made incorrectly and not reported properly through our payroll system. This was discovered while doing the year-end reconciling/balancing of the accounts. WHEREAS, it is desirable to appropriate said excess revenues from the Gas Tax, Fire Fund, Properties City/RDA, Palm Desert Recreational Facilities Corporation (PDRFC), Public Safety Fund, and General Fund for reimbursement of eligible street expenditures, service costs, land purchase, capital outlay, and replacement costs. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert, California, that the 2011-12 Budget is hereby amended by appropriating from the Unobligated Fund Balances of certain funds to the identified funds as follows: City Clerk 53,000 Early retirement payout Community Services 22,515 Early retirement payout Legal Services 27,000 Actual cost for legal services Finance 75,765 Early retirement payout General Services 26,700 Increased cost SB2557 County property tax administration Audit 7,100 Cost of TOT audits Insurance 8,700 Higher premiums for insurance Parking Lot Maintenance 200 Actual cost for parking lot bid Public Works Admin. 117,570 Early retirement payout Capital Outlay 29,000 Allocation of capital for various departments ear -end accounting process — GASB 34 Police Services 590,100 Lower County Sheriff Deputy rate Auto Fleet / Equipment 150,000 Lower fuel & maintenance costs Business Center 567,700 Transfer of RDA staff to General Fund Planning 41,360 Transfer of RDA staff for Code Enforcement Community Promotions 116,000 - Lower event costs Unemployment Insurance 139,000) Lower unemployment insurance costs Transfer Out 239,300 Cover shortage in Fire fund and low -mod Housing funds.
