Recommendation
By Minute Motion, authorize staff to solicit proposals for the Desert Willow
Reservoir Cover Replacement (Project No. 861-12)
Funds for the Desert Willow Reservoir Cover Replacement are available in Course and
Grounds Expenses, Account No. 520-4195-495-8031.
Background
The Desert Willow Reservoir Cover Replacement project will provide for the
replacement of the existing floating cover on the recycled water reservoir and repairs to
other components of the system (see attached map showing location of project). The
purpose of the floating cover is to reduce water lost to evaporation, prevent
contamination, contain the potentially offensive smell, prevent growth (algae blooms),
and increase safety. The attached photo shows the existing condition of the floating
cover, which is partially submerged. If working properly, there would be no water on top
of the floating cover.
In order to replace the floating cover, the reservoir must be drained. Since irrigation use
is at its lowest in the winter season, staff recommends replacement of the floating cover
in January 2013 to minimize the usage of freshwater. Minimizing the use of fresh water
will conserve resources and reduce operating expenses because the rate for recycled
water is less than the freshwater rate.
Staff would like solicit proposals using a service based contract. This type of contract
will allow the selection process to be based on price as well as other factors (i.e.

contractor qualifications, material type and quality, and length of warranty) rather than
price alone. After selection of the most qualified contractor, staff will negotiate the final
scope and price of the project and then make a recommendation to City Council. Staff
expects to have this contract developed, solicited, awarded, and executed within 90
days.
Fiscal Analysis
There is no fiscal impact associated with soliciting proposals for this project. Funds for
this project have been set aside in the Fiscal Year 2012/2013 budget.
