Discussion At the May 12, 2011, City Council meeting, representatives from Palm Valley and the Palm Desert Resorter gated communities approached Council to request that the issue of the solid waste and recycling route change be further reviewed so that these communities can continue to have their service day on Monday as opposed to changing to Thursday. City Council directed staff to review the situation and the impact it would have on these communities. On May 18, 2011, the City Manager prepared a memorandum addressing specific issues relative to the requested change, as well as issues that each community faces, and the impacts to Burrtec Waste and Recycling Services. In the memorandum it was noted that staff would monitor the situation and meet periodically with the parties to determine how the change is impacting the residents. Staff has monitored the situation over the past year and has determined that with the uniqueness of these two communities, as outlined below, the change in service days does not work for these communities: • An estimated 30% of residents of these communities leave on the weekend. • These are older communities with limited space to provide additional trash bins. • There is limited space to expand central trash area at the Palm Desert Resorter. STAFF REPORT SOLID WASTE & RECYCLE ROUTE CHANGE TO PALM DESERT RESORTER AND PALM VALLEY COUNTRY CLUB SEPTEMBER 13, 2012 PAGE 2 • Palm Valley does not have a side yard and the Palm Desert Resorter has this issue to some degree and as a result, containers are suppose to be returned to the inside of their garage. Residents that are only in town for the weekend must undertake one of the following options: provide a key or a garage door opener to a neighbor, gardener, or maid so the containers can be returned to the garage. Since many of the residents leave town on Sunday, and the communities do not have typical side yards, many of the residents are utilizing the central trash area. Combining this situation with the change in service days from Monday to Thursday has created an overflow and litter issue with both communities. As a result, staff requested that Burrtec look at possible route change options that could potentially resolve the issue without creating the same issue in another community. Burrtec did review its operation and existing routes to determine if there was an area that could be switched from Monday to Thursday and indicated that the residential areas south of Hwy 111 (behind El Paseo) to north of Grapevine and east of Hwy 74 to west of Cook could accommodate the change. Based on the fact that 1) there are no gated communities within this area; 2) that the area is primarily single family homes or smaller apartment complexes with proper trash/recycle accommodations; 3) that the majority of the residents are probably full time residents; and 4) residents do not leave town on Sunday in most cases, there should not be an issue of which service day best fits the needs of the residents in terms of overflow and resulting health related issues. Therefore, staff is recommending that City Council approve the change of service days as outlined above.
