REQUEST: Approve the reclassification of the vacant Management Analyst
position in Public Works to Accounting Technician and adopt
Resolution No. 2012 -66 amending Resolution No. 2012-53,
the City's Allocated Classifications to reflect this change.

Recommendation:
1) Waive further reading and adopt Resolution No. 2012-66 amending
Resolution 2012-53, the City's Allocated Classifications by reclassifying the
position of "Management Analyst" grade 120 (assigned to Public Works) to
"Accounting Technician" at salary grade 113;
Background:
In April 2012 the City instituted a Voluntary Separation Incentive program and as a
result the Public Works department was reduced by several positions. Included in the
vacancies created was the position of Management Analyst. During the FY 2012/2013
budget process the City Council approved a City Wide re -organization plan which
included filling this vacancy.
Staff conducted a recruitment for the position in July and was disappointed to receive a
relatively small number of qualified applicants. A successful applicant was selected,
however, they declined to accept the position. During the months since the
reorganization and partially as a result of the recruitment process staff determined that
the position most beneficial to the department at this time is at the technician level
rather than analyst level.
The Public Works Department contains the bulk of the City's operations and project
budgets. The tasks required on a day to day basis in administering these budgets are
more routine in nature and require more developed bookkeeping skills as opposed to
the generalist skills of a Management Analyst. For example, it has been determined
that up to 70% of the incumbents time will be spent tracking budget expenditures and
processing purchase orders and contract payments.
As a result of this review staff requests the position be reclassified to that of Accounting

Technician assigned to the Public Works Department. This position has been vacant
for three months and is creating a strain on the remaining staff and a backlog of
transactions and recordkeeping functions. Staff believes that there are suitable internal
candidates for the position and requests that recruitment for this position be limited to
internal candidates.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
DESERT, CALIFORNIA, AMENDING PORTIONS OF RESOLUTION NO.
2012-53, SALARY SCHEDULE, SALARY RANGES, AND ALLOCATED
CLASSIFICATIONS.
WHEREAS, the City of Palm Desert has hereto established salary schedules,,
ranges, and allocated classifications and desires to modify and amend that system in
the regards as set forth below:
WHEREAS, the recommended staffing change was identified to improve
administrative functions and appropriately classify positions;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm
Desert, California, that Sections I & II of Resolution No. 2012 - 53 be amended as
follows:
