IV. PRESENTATIONS
PRESENTATION by Brittney Baird with Supervisor John Benoit's Office on
Riverside County's 2013 Youth in Government Day
Ms. Brittney Baird, Fourth District Youth Advisory Council Coachella Valley
Coordinator with Supervisor John Benoit's Office, briefly described the group that
she works with noting that their Council is comprised of high school students
from Desert Hot Springs to Blythe that participate in monthly service projects.
She presented information to the Committee on Riverside County's Tenth Annual
Youth in Government Day which is scheduled for Wednesday, April 10. Ms.
Baird explained that this event is essentially an opportunity for high school
students to job shadow County government workers. She indicated that past
mentors include the Fire Department, Public Defender's Office, District Attorney's
Office, Sheriff's Department, Superior Court, and the Board of Supervisors. Ms.
Baird circulated applications for the event and encouraged anyone interested in
attending to contact her for more information. She added that applications are
due by Wednesday, April 3.
V. APPROVAL OF MINUTES
A. MINUTES OF THE FEBRUARY 4, 2013, MEETING
Upon Motion by Member Daniel Sanford and second by Member Taylor
Schmidman, the Minutes of February 4, 2013, were approved as presented.
Motion carried by unanimous vote.

A. DISCUSSION OF PROPOSED ACTIVITIES/SUBCOMMITTEES FOR
2012/13
Ms. Lawrence reported that she contacted the Palm Desert Library again
and also the McCallum Theater regarding possible collaboration. She
indicated that once initial contact is made with the organizations, she
would pass along the information to any Youth Committee members
interested in coordinating events with them.

Ms. Lawrence relayed that Mayor Jan Harnik had recently suggested that
Youth Committee members lead the Pledge of Allegiance and provide an
update on their current activities at the monthly City Council meetings.
Mayor Harnik noted that City Council meetings occur on the second and
fourth Thursday of each month at 4:00 p.m. Upon extensive discussion
regarding this suggestion, the Committee decided to move forward with
this request by attending the first City Council meeting of each month.
Upon suggestion by Chair Bloch, it was further decided that the
determining factor on which member would be appointed for this task each
month would be for the chair of the next event to attend and provide an
update. In accordance with this decision, it was the concurrence of the
Committee to appoint Member Taylor Schmidman to attend the April City
Council meeting so that she can discuss the upcoming Blood Drive and
other activities that the Committee is working on.
B. REPORT OF SUBCOMMITTEE ASSIGNMENTS
1. Blood Drive
Member Schmidman reported that the Youth Committee's Blood
Drive has been scheduled to take place on Saturday, March 16, in
the Administrative Conference Room at City Hall. She stressed the
need for a minimum of 25 committed donors and encouraged
members to invite their friends and family to donate. Member
Schidman noted that the minimum age to donate is 15 years old and
that both 15 and 16 year olds must have written parental consent.
She added that all donors must bring photo identification that reflects
their birth date. Ms. Lawrence indicated that all donors must call her
in advance to sign up noting that her phone number is on the flyer for
the event.
2. Youth and Senior Technology Training at the Fountains at the
Carlotta
Ms. Lawrence reported that the Fountains at the Carlotta is interested
in hosting a youth/senior technology event at their facility. It was the
consensus of the Committee to hold this event on Saturday, April 27,
and appoint members Julien Bloch and Andrew Mehta as Chair and
Vice Chair (respectively) of this Subcommittee. Ms. Lawrence noted
that she would contact those appointed to further discuss the event
so that they can provide an update at the April meeting.
3. Car Wash Fundraiser for Shelter From the Storm
Upon discussion of possible dates to hold the car wash, it was the
concurrence of the Committee that it be held on Saturday, May 18.

In response to Mayor Harnik's suggestion that the Committee
consider pre-sale tickets for the car wash, Ms. Lawrence agreed to
look into this possibility with the event coordinators. Ms. Lawrence
noted that she would contact Subcommittee members Yung Kim and
Don Sandoval-Heglund to further discuss details of this event so that
they can provide an update at the April meeting.
4. Anti-Bullying Campaign/Assemblies
Member Zannie Murphy indicated that Mr. Devlin from Palm Desert
High School is interested in working with the Youth Committee on the
topic of bullying. She stated that the Subcommittee would meet
sometime this month in effort to further the project.
5. Legislative Subcommittee
Vice Chair Jason Rosenblum reported that the Youth Committee's
Legislative Subcommittee has been asked by the City's Legislative
Committee to review SB 194 which prohibits a person under 18 years
old from using an electronic wireless communication device while
driving even if it is equipped with a hands free device. It was decided .
that in order to provide a formal recommendation, members of the
Legislative Subcommittee would meet for review and discussion on
Wednesday, March 13, after school in the Library. Ms. Lawrence
asked Vice Chair Rosenblum to provide her with an update on the
recommendation after the Subcommittee meets.
IX. INFORMATIONAL ITEMS
A. CITY COUNCIL ISSUES
Mayor Harnik mentioned that one of the topics discussed at the last City
Council meeting was sustainability. She indicated that the City currently
has many sustainability programs and policies in place and that they are
continuing to look at ways to promote sustainability within the community.
X. REPORTS AND REMARKS
A. COMMITTEE MEMBERS
1. Sister Cities Update
Member Cassidy Quilling thanked those members that showed up to
assist the Sister Cities Foundation with moving archives into the new
unit. She also reported that the Foundation is currently working on
fundraising activities.

Ms. Lawrence relayed, on behalf of Public Arts Technician Debbie
Thompson, sincere appreciation to those Committee members that
helped her talk to teachers and promote the City's Student Art and
Essay Contest. She conveyed that Ms. Thompson said this year's
Contest was the best turnout she has seen and that she was sure the
Youth Committee's participation with promotion of the Contest played
a large part in that success. Ms. Lawrence noted that she had seen a
few Youth Committee members' art and essays displayed and
thanked them for their participation.
B. STAFF
Ms. Lawrence reported that according to the City's Information Systems
Manager the Youth Committee's website should be ready next week. She
indicated that she would set a meeting with members Andrew Mehta and
Don Sandoval-Heglund to provide a tutorial on how to update the website.
XI. ADJOURNMENT
Upon motion by Member Mehta and second by Member Sanford, Chair
Bloch adjourned the meeting at 6:38 p.m.
