1. Approve Palm Desert Charter Middle School 5K Run on Saturday, January 25,
2014;
2. Approve road closure as noted below;
3. Approve waiver of Section 11.01.140 - Amplified Sound; and
4. Approve waiver of Section 11.01.080 - Prohibited Conduct Generally in City
Parks, Item A — Ride or Drive Motorized Vehicles or Other in Parks
Discussion:
Staff met with Mr. Chris Geyer, Assistant Principal of Palm Desert Charter Middle School
(PDCMS) with regard to the Second Annual 2014 PDCMS 5K Race. The inaugural race was
very successful and raised approximately $18,000 for the benefit of the school and its various
programs. This annual fund raising event encourages adults, kids, and families to participate
and get healthy. School representatives are seeking City Council approval of the course and
event date so that they may move forward with solidifying potential sponsors and other event
details. The proposed course is the same as 2013 and is identified below:
Palm Desert Route: The route will stay on Magnesia Falls. Runners will start and end in front
of the Magnesia Falls City Park located behind PDCMS. Runners start out heading eastbound
with the course travel as follows:
• From Magnesia Falls head eastbound and proceed southbound onto Deep Canyon to
Moss Rose (cross street before St. Margaret's Church and Fred Waring).
• Turn around at (or just before) Moss Rose and head northbound on Deep Canyon
proceeding westbound onto Magnesia Falls crossing over Portola Avenue traveling to
Monterey Avenue. (Water filled barricades across Magnesia Falls and closure of left turn
lane from Monterey onto Magnesia Falls.)
• Turn around at Monterey Avenue and head eastbound on Magnesia Falls.

• At San Pablo Avenue and Magnesia Falls, runners will cross over from the eastbound
lanes to the westbound lanes of Magnesia Falls (this allows Magnesia Falls eastbound
lanes to remain open for Aquatic Center users).
• At Portola Avenue and Magnesia Falls, runners will cross back over to the eastbound
lanes of Magnesia Falls and end at the Magnesia Falls City Park finish line.
Street/Road Closures and/or other Safety Requirements:
• Magnesia Falls both east and west ends — water filled barricades
• Cross streets:
o Driveways
o Via Pucon
o Via Reneca
o Via Rengo
o Park Pl.
o Rutledge
o Lavender
o Buttonwood
o Coral Bells Cir.
o Daylily Cir.
o (Moss Rd. will not be closed barricades will be placed on the north side of the
intersection)
o Portola Avenue will have sworn officers in place to direct traffic and pedestrians
and as runners come through traffic will be held up until clear to proceed
o San Pablo Avenue at Magnesia Falls will allow eastbound traffic to the Aquatic
Center (barricades will be angled so that runners are directed from the
eastbound lanes back onto the westbound lanes — water filled barricades)
o Monterey Avenue left turn lane onto Magnesia Falls
Other Items:
• Event Location and Date: Event will take place at Palm Desert Charter Middle School on
Saturday, January 25, 2014.
• Event Time Including Setup and Cleanup: Time event begins including setup and
placement of traffic barriers will be 4:45 a.m.; event ends at 1:00 p.m. including cleanup.
• Actual Run Time: 7:30 a.m. — 9:30 a.m.
• Traffic Barriers: It is anticipated that barriers will start to be removed by 10 a.m. with
complete opening by 10:30 a.m.
• Participants: Estimated number is 1,500 — 2,000 adults and kids.
• Parking: The plan is to have vehicular traffic travel northbound on Portola and turn
eastbound (right) on Rutledge. Vehicles will pull into Lincoln Elementary School parking
lot, travel through the emergency entrance/exit and proceed through to the ball fields
behind PDCMS and exit through their bus drop off area. Overflow traffic will be directed
to adjacent streets.
• Amplified Sound: Proposed amplified sound is for event announcements and
background music.
• Refreshments: The school is not proposing to have vendors sell food or other
merchandise. However, there will be refreshments that are provided to participants as
part of the event.
• Police: Sworn officers will be required at designated locations.

• Fire: Fire Department standby at the event is not required. Event approved to operate on
an emergency basis (e.g., call 911 in case of an emergency). However, the school
plans to have someone with medical experience at the event in case medical attention is
required.
• Applicant will be required to submit a detailed traffic control plan for review and approval
by the Public Works Department.
• Impacted Neighbors: The residents located on Magnesia Falls adjacent to the Magnesia
Falls City Park as well as the residents at Palm Desert Mobile Estates located on the
northwest corner of Portola/Magnesia Falls will be impacted by the route. Notices will be
provided to all impacted residents advising them of the event and noting that alternate
parking is available in adjacent neighborhood(s) as well as the Civic Center Park/Aquatic
Center. It should be noted that last year there were a few residents from the
mobile home park and condos trying to leave home during the event and were
allowed to leave when pedestrian traffic was determined to be safe; however, they
were informed that they would need to park at the Aquatic Center or surrounding
residential streets if they returned prior to the end of the event and opening of
streets.
While the proposed route will have some impact on the community and residents restricted by
the street closures, these impacts should be minimal as the event should end and barricades
should be removed by 10:30 a.m. In addition, no major streets will be completely closed off to
persons traveling throughout the city. A sworn police officer will be located at the Portola/
Magnesia Falls intersection to direct traffic and runners instead of placement of water filled
barricades. This will allow Portola Avenue to be open to vehicular traffic as soon as the last
runner goes through the intersection to the finish line. Staff will also request Citizens on Patrol
to assist police at designated intersections, etc.
Fiscal Analysis:
There will be no fiscal impact to the City associated with this request. Palm Desert Charter
Middle School will be responsible for all costs associated with the event.
