Recommendation
By Minute Motion, declare the two Zero Emission No Noise (ZENN)
Neighborhood Electric Vehicles (NEV) as surplus and authorize disposal
as recommended.
Background
The City owns two ZENN NEVs that are intended to only be driven on roads with speed
limits of 35 mph or lower. Because it is difficult to navigate within the City staying on
roads with such low speed limits, these vehicles were infrequently used and have now
been stored at the Corp Yard for several years. As with any seldomly used mechanical
device, lack of use has led to deterioration.
Staff has tried to find parts to repair the vehicles via the internet, which revealed that
there are no dealers, no parts sources, and basically no interest in these vehicles. Two
local dealers, Electric Car Distributors and Martin Mobile Golf Carts, were also
contacted to obtain parts for the repairs and both companies stated that parts are not
available and the vehicles have no value.
Staff will notify College of the Desert, Eisenhower Medical Center, and The Living
Desert that these vehicles are available; and will donate the vehicles to one of these
institutions if they are interested. If no interest is expressed, staff recommends disposal
through a licensed salvage company, or will attempt to have the vehicles auctioned
through a company who provides equipment/vehicle auctions.
