STAFF REPORT
REQUEST: APPROVE THE PREDETERMINED NUMBER OF SPECIAL
EVENTS HELD ON EL PASEO AT SIX THAT REQUIRE SOME
TYPE OF ROAD CLOSURE

Recommendation
By Minute Motion, approve a total of six (6) Special Events to be held on El Paseo,
including those five listed below, with the caveat that the sixth approved event is not
held within the same month as those listed below, or if a competing event, it is not
scheduled so as to have a negative impact on an existing event or on retail or
restaurant businesses.
Below are the existing five events on El Paseo or a side street (i.e., Larkspur) that
requires some type of road closure:
• Behind A Miracle in November (mid -November)
• Martha's Village and Kitchen 5K Run/Walk in November (on Thanksgiving)
• Golf Cart Parade in October (last Sunday in October)
• Bunny Hop 5K Run/Walk in March/April (on Easter Sunday)
• Fashion Week in March (during the last two weeks of March)
Discussion
City staff continues to receive requests from event sponsors and organizations to hold
special events (e.g., 5K run/walks) on El Paseo. In staff's experience, most event
organizers generally request holding their event in those months with the best weather
(i.e., March, April, October, and November), which also happens to be the months that
the above five regularly scheduled events take place. As such, it has become difficult to
schedule additional events without negatively impacting existing events, staff time to
oversee the events, and the operation of businesses and the street itself.
As a result of the above, staff thought it might alleviate issues in the future to request
City Council approval of a set number of events on El Paseo. This would assist staff in
discussions with future event organizers as to why their request may be denied.

It should be noted that if staff receives an exceptional event proposal that could have a
significant revenue generating aspect to the City, such proposal would be brought
before City Council for consideration.
