Ms. Schwartz introduced Tony Bagato, Principal Planner, who was
in attendance in Lauri Aylaian's absence.
IV. CONSENT CALENDAR
Minutes of the regular meeting held on May 15, 2013.
Upon Motion by Commissioner Bussing and second by
Commissioner Darby, the Minutes of May 15, 2013 were approved
unanimously with Commissioners Hough, Snyder, and Thompson
absent.

V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION —
Councilmember Susan Marie Weber
Ms. Schwartz reported that at its meeting of June 13, 2013,
the City Council approved the deaccessioning of the two
ceramic benches created by Debra Yates for the Palma
Village Park. The benches will be disposed of soon.
B. PLANNING COMMISSION REPORT— Ken Stendell
No report.
C. ARCHITECTURAL REVIEW COMMISSION REPORT —
John Vuksic
Mr. Vuksic reported that a new color scheme for the old J.
Russell building on EI Paseo was approved, but does not
have a tenant yet.
The Gardens on EI Paseo has a remodel proposal that will
mostly consist of landscaping and refurbishing. They are
creating a plaza area that spans across approximately four
feet off the ground that will join the east and west buildings
together. The new remodel will not allow walking access in
that area.
A tract of homes on Portola Avenue near Gerald Ford Drive
(Signature Series at University Pointe) was approved.
The Commission reviewed a new color scheme for Del Taco
located on Highway 111 near Deep Canyon. The
Commission approved the color scheme with the stipulation
that staff review and approve before going forward.
D. ORAL REVIEW OF PALM SPRINGS ART MUSEUM IN
PALM DESERT— Arlene Amick
Ms. Amick gave an update of activities at the Palm Springs
Art Museum in Palm Desert. She reported that the Museum
had more than 20,000 visitors during its first full year at the
Palm Desert location. They will have summer camp for
different age groups each week in July.
A new Self-Guided Garden Tour brochure has been created
for their visitors.

Across Dimensions will open on Saturday, June 22.
The Museum is going to participate with the Desert
Horticulture Society Community Day in conjunction with
Desert Gardens Community Day in the falL Docent tours of
the landscape in the Sculpture Garden will be given. Krystal
Glasman is learning about paper making in hopes to make
that an activity during Community Day.
The Museum is working with the City of Palm Desert and the
EI Paseo Merchants Association to reorganize the EI Paseo
Art Walk and create First Weekends. The Museum will hold
a music series on Friday nights in the Eric Johnson Memorial
Gardens. They also are planning to have yoga in the
Gardens. The Museum is planning to add three more
sculptures in the Sculpture Garden.

VII. NEW BUSINESS
A. APPROVE LE TROIS CHATS AS THE REPLACEMENT
SCULPTURES FOR MONSIEUR D'OR AND
MADEMOISELLE D'ARGENT BY KAREN AND TONY
BARONE FOR THE 2013/2014 EL PASEO INVITATIONAL
EXHIBITION
Ms. Schwartz reported that Karen and Tony Barone
contacted her regarding their sculptures that are in the
2013/2014 EI Paseo Invitational Exhibition. They have sold
Monsieur D'Or and Mademoiselle D'Argent (Afghans) and
are proposing to replace them with Le Trois Chats (three
cats). Images of Le Trois Chats were included in the agenda
packet.
It was moved by Commissioner Bussing and seconded
by Commissioner Miller to approve the replacement of
sculptures Monsieur D'Or and Mademoiselle D'Argent with Le
Trois Chats by Karen and Tony Barone for the 2013/2014 El
Paseo Invitational Exhibition. Motion carried unanimously
with Commissioners Hough, Snyder, and Thompson absent.
B. SELECT UP TO FOUR FINALISTS TO RECEIVE AN
HONORARIUM TO CREATE ONE PROPOSAL EACH FOR

FRED WARING DRIVE AND TOWN CENTER WAY AND
THE SINGLE CABINET ON FRED WARING DRIVE AND
COLLEGE OF THE DESERT
Ms. Schwartz reminded the Commission of the Call for
Artists for the traffic signal cabinets on Fred Waring Drive
and Town Center Way and the single cabinet on Fred
Waring Drive and College of the Desert in front of the
McCallum. The Call for Artists went out in April asking for
qualifications, resumes, and samples of past work with a
May 9 due date. She extended the deadline to June 6, as
she had only received a few applications by the May 9
deadline. She asked the Commission to choose up to four
artists to create proposals for both locations for which each
artist will be paid $125. Staff will notify the artists and ask
them to create proposals for both sites. The proposals will
be presented to the Commission members who will be asked
to put them in order of preference from 1 to 3. The City
Council will then have final approval. The following artists
submitted proposals. Donna Ault, Jeni Bate, Veronique
Branger, Susan Evans, and Bijan Masoumpanan. The
Commission narrowed down the selection to Donna Ault,
Jeni Bate, Veronique Branger, and Bijan Masoumpanan.
It was moved by Commissioner Bussing and seconded
by Commissioner Miller to include artists Donna Ault, Jeni
Bate, Veronique Branger, and Bijan Masoumpanan to create a
proposal for both /ocations of traffic signal cabinets to present
to the Art in Public Places Commission then forwarded to City
Council for final approval. Motion carried unanimously with
Commissioners Hough, Snyder, and Thompson absent.

X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery
Ms. Schwartz reported that the last day for Ron Backer's
show is Friday, June 21. The exhibition, "Fresh from the
Fields" with Careen Moore and Regina Kirillov, will open
Thursday, June 27, with the opening reception on Monday,
July 1.
B. Docent Program
Ms. Schwartz will be training a new group of docents in the
fall.
C. Public Art Documentary Film Series
Ms. Schwartz confirmed with UCR that they will again
partner with the City for the public art documentary film
series for next year. She has started reviewing films.
XI. REPORTS AND REMARKS
A. STAFF
Ms. Schwartz stated that the City is creating a weekend of
cultural events in Palm Desert called First Weekend.
Currently, in Palm Desert, the Art Walk on EI Paseo is held
on the first Thursday of the month, and the Art Place Art
Walk on Corporate Way is held the first Friday of the month.
The Public Art Docent Tours are held the second Saturday
of the month. The idea is to utilize existing events to make a
weekend of cultural programming. The City would work with
the McCallum and hotels and package it as a cultural event
weekend. The idea of the First Weekend was presented to
City Council during its study session and a committee has
been developed, including City staff, and staff from the
Museum, EI Paseo Business District, two gallery owners,
and one restaurant manager. There has been discussion
within the committee to move the EI Paseo Art Walk to
Fridays nights and the Art Walk on Corporate Way to
Thursday or Saturday nights. Commissioner Darby
suggested including the McCallum Theatre and the COD
Walter N. Marks Center for the Arts to the program.

Ms. Schwartz mentioned that she has been approached by a
company that wants to donate the painting of a traffic signal
cabinet, which would be treated as a donation. The item will
be presented at the September or October Art in Public
Places Commission meeting.
Ms. Schwartz noted that at last month's meeting some of the
Commission members had questions related to Planning
and its department. As a result, Ms. Schwartz has asked
Ms. Aylaian to talk to the Art in Public Places Commission at
its July meeting about the functions of the Planning Division.
Ms. Schwartz reported that she just returned from the
Americans for the Arts Conference that was held in
Pittsburgh, Pennsylvania. She purchased the Americans for
the Arts Year in Review DVD and will show it at the July
meeting.
Ms. Schwartz stated that the Coachella Valley Water District
will present the new public art concept to its Board on June
25 and that item will be on the July agenda.
Ms. Schwartz circulated the new rack card for R. Hero that is
located in front of the Historical Society. The City received a
letter from the Historical Society stating the positive
feedback it has had on the sculpture.
B. COMMISSION MEMBERS
Commissioner Darby noted that she will not be at the July
meeting.
XI. ADJOURNMENT
Commissioner Miller moved to adjourn the meeting at 10:00 a.m.
Motion was seconded by Commissioner Bussing.
