Approve Change Order No. 1 to Contract No. C32050 in the total amount of$4,928.31 for the Desert Willow Irrigation Pump Renovation; 2. Authorize the transfer of$4,928.31 from contingency to base; 3. Authorize the Mayor to execute Change Order No. 1; and 4. Accept the work as complete and authorize the City Clerk to file a Notice of Completion for the subject project. Funds for Change Order No. 1 are available in Course and Grounds Expenses, Account No. 441-4195-495-8092 (approved contingency). Staff Report NOC for Contract No. C32050— Desert Willow Irrigation Pump Renovation Page2of3 August 22, 2013 Backaround On January 24, 2013, the City Council authorized award of a contract to South West Pump & Drilling, Inc., (Contract No. C32050) for the renovation of seven irrigation pumps at the Desert Willow Golf Resort. On April 1, 2013, the Notice to Proceed was issued to South West Pump & Drilling. The contractor has completed the work, which included renovation of the seven pumps to improve efficiency, lower utility (water and electricity) costs for the golf resort, and minimize the possibility of emergency repairs to the aging infrastructure. Chanqe Order No. 1 The following changes to the contract have been requested: � ��� _ ._ . . 1 Submersible Pum Re lacement $2,617.04 2 Su I 7 New 6" x 80" Column Pi e $2,311.27 Total $4,928.31 Once the irrigation pumps at the reclaimed water station were removed it was discovered that the existing submersible pump had fallen into the wet pit and was no longer functional. The contractor removed the submersible pump. The submersible pump prevents line loss and maintains the pressure so that the irrigation pumps function properly. The condition of the existing column pipe could not be determined until the irrigation pumps were pulled and inspected. The column pipe(s) were pitted, the metal seams were wearing thin, and all seven were in need of replacement. In order to keep the project moving and not delay the Reservoir Cover Replacement Project, the contractor pracured and installed a new submersible pump and new column pipes for all seven irrigation pumps. Staff recommends approval of Change Order No. 1 transferring $4,928.31 from contingency to base. Staff has inspected the work performed by the contractor and has found said work to be complete and in accordance with the contract requirements. The costs associated with Change Order No. 1 total $4,928.31 and will increase the contract amount to $114,069.25. The funding for these changes is available in the project contingency ($10,914.09). The estimated annual utility cost savings due to more efficient pump operations are $15,400. Southern California Edison rebates are estimated to be approximately $16,000 in total. Staff is in the process of submitting the final documents required for receipt of the cash rebates and On-Bill Financing. The Contractor shall construct, furnish equipment and materials, and perform all work as necessary or required to complete the Change Order items for a lump sum price agreed upon between the Contractor and the City of Palm Desert, otherwise referred to as Owner. Contract Time Extension 0 Days.
