IN THE AMOUNT OF $26,365.07 SUBMITTED BY: Stephen Y. Aryan, Risk Manager DATE: August 22, 2013 Recommendation By Minute Motion, approve the purchase of nine Motorola MC75A mobile ticket writers in the amount of $26,365.07from MSA Systems Inc. (San Jose, CA). Commission Recommendation The Palm Desert Public Safety Commission is not scheduled to meet in August; however, this item was reviewed when the Commission recommended approval of the FY 2013/14 Police Department Budget. Background The Palm Desert Police Department currently has 12 handheld ticket writers. Eight of these devices were purchased in 2009 and four in 2010. Nine ticket writers are utilized by the Motorcycle Enforcement Team, and the remaining three are out -of -service due to damage or failure. These handheld devices can be utilized to issue citations and prepare traffic collision reports. The device provides a prompt process when issuing citations and reduces any inconvenience experienced by the public. The officer is able to download any issued citations, and they are sent electronically to the court system, greatly reducing clerical time. When conducting traffic collision investigations, officers are able to swipe driver's licenses, input vehicle information, and print a copy of the information to exchange with the involved parties. The collision report fields are automatically populated, reducing the report writing time. The newer handheld model also allows the sharing of information between devices via Bluetooth technology and has a built-in camera. Additionally, the newer model acts as a Mobile Data Computer (MDC) that functions similarly to the MDC in a police unit. Each motor officer will be able to pull file numbers, perform records checks, and complete calls without interacting with dispatch. The MDC function utilizes cellular service, through Verizon, with no additional cost to the City, as the monthly charges are paid for by the Palm Desert Sheriff's Station. Fiscal Analysis The Police Department indicates that the Motorola MC75A ticket writer is a specialized item, and MSA Systems, Inc. (San Jose, CA) is the sole source provider for this device, which utilizes their Ecitation turnkey ticket writing solution. The total estimated cost for nine devices and necessary accessories is approximately $26,365.07 (includes tax).This item was approved as part of the FY 2013/14 Police Department Budget, and funds are available in Account No. 400-4210-422-4045.
