DATE: August 22, 2013 q q A SUBJECT: United Way Campaign — Employee Payroll Deductions 8 a • H sj �sz4s C At the July 11, 2013, City Council Meeting, Council Member Susan Marie Weber requested that staff investigate the discontinuance of employee payroll deduction for non-profit fundraising. The City has participated in the United Way of the Desert annual fundraising campaign for over 20 years, and allows employees to use payroll deduction for their contributions to the annual United Way of the Desert fundraising campaign. This year's payroll deductions have been entered into the system and will run through February 2014, when next year's campaign will kick off. Of the City's 113 employees 28 are currently participating in payroll deduction for a total contribution of $7,833.50 for 2013. As part of the requested research, the Human Resources department conducted a anonymous survey of employees. Employees were asked if they would like to continue to have the option of payroll deduction to contribute to the United Way (or any other non-profit.) They received 63 responses. The results were 26 voting yes, 36 voting no, and 1 voting they would like the option to donate to other non -profits. Over the last several years the City has reduced its role in the campaign, and the majority of fundraising activities are done during employee break and lunch periods, with the exception of two staff members, the Human Resources Manager and the Payroll Technician. The participation of these two staff members in setting up, collecting and distributing contributions, resulted in a cost of approximately $500. If the Council desires this issue can be reexamined in January 2014, prior to the 2014 campaign.
