IV. CONSENT CALENDAR
Minutes of the regular meeting held on July 17, 2013.
Upon Motion by Commissioner Hough and second by Commissioner
Bussing, the Minutes of Ju/y 17, 2013 were approved unanimous/y.
V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION — Councilmember
Weber
Ms. Schwartz reported that at its meeting of September 12, 2013,
City Council approved the public art component for the Coachella
Valley Water District project located at 75-515 Hovley Lane.
B. PLANNING COMMISSION REPORT— Ken Stendell
Mr. Stendell reported that at its July 16, 2013 meeting, the Planning
Commission reviewed zoning ordinance changes regarding neon
signage throughout the City, A Frame signs on EI Paseo during the
summer hours, and parking lot requirements for future
developments. The City is encouraging developers to reduce the
use of blacktop for parking lots as it generates heat.
Mr. Stendell reported that at its meeting of September 17, the
Planning Commission approved a Certificate of Use Permit for a
tenant who is moving from EI Paseo to Dinah Shore Drive and is
requesting a variation.
C. ARCHITECTURAL REVIEW COMMISSION REPORT — John
Vuksic
Mr. Vuksic reported that the Architectural Review Commission
approved final construction documents for the building on EI Paseo
east of San Pablo that is currently under construction, three new
phases for the Spanish Walk housing project on Gerald Ford, and
fifteen homes at University Pointe.
Mr. Vuksic reported that the Architectural Review Commission
approved a new signage program for Westfield shopping mall as
well as Whole Foods and Nordstrom Rack.

The owner of the building where the John Vincent store used to be
submitted a plan for a remodel that is essentially a new building
with a contemporary design.

VII. NEW BUSINESS
A. CONSIDERATION OF PROPOSED DONATION OF ARTWORK
BY RENOVA FOR THE SET OF TRAFFIC SIGNAL CABINETS AT
THE CORNER OF EL PASEO AND LARKSPUR
Ms. Schwartz reported that Renova Energy Corporation
approached staff with a proposal of a donation to paint a design on
one of the City of Palm Desert's traffic signal cabinets. She
explained that the process for this project would be the same as if a
sculpture was being donated to the City. The artist would be paid
by Renova. Patrick Sheehan of Renova introduced artist Deborah
Flowers and Vincent Battaglia, CEO of Renova. Mr. Sheehan
referred to the proposal that he circulated to the Commission
members. The proposed design is an image of a geometric sun
and the back of the cabinet will be painted a solid color. Ms.
Flowers will be using acrylic paint and include a protective coating
over the design. The set of cabinets is on the northwest corner of
Larkspur and EI Paseo. Ms. Schwartz did inform Renova that one
of the stipulations of the donation was that in no way can the design
be an advertisement for the company. Ms. Schwartz stated that the
City will be responsible for the preparation of the cabinet before the
artist begins painting, provide a graffiti coating, and a plaque. Upon
question by Commissioner Hough, Ms. Schwartz responded that
the hope is for the design to last approximately five to six years. A
few of the Commissioners stated their concerns of the design being
repeated throughout the Valley if other cities consider the same
type of donation by Renova. The Commission asked that the
proposed design only be used for the donation to the City of Palm
Desert.
It was moved by Commissioner Thompson and seconded by
Commissioner Hough to approve the proposal by Renova for the
donation of the painting on the traffic signa/ cabinet on Larkspur and
E/ Paseo with the stipu/ation that the proposed design not be
repeated in the Coachella Valley and is exc/usive to the above stated
location. Motion carried unanimously.

IX. OLD BUSINESS
A. RANK THE PUBLIC ART PROPOSALS FROM THE FINALISTS
FOR THE SET OF TWO TRAFFIC SIGNAL CABINETS ON FRED
WARING DRIVE AND TOWN CENTER WAY AND THE SINGLE
CABINET ON FRED WARING DRIVE AND COLLEGE OF THE
DESERT
Ms. Schwartz reminded the Commission that at its June 19, 2013
meeting, the Commission selected four finalists to present
proposals for the two sets of traffic signal cabinets on Fred Waring
Drive and Town Center Way and the single traffic signal cabinet on
Fred Waring Drive and College of the Desert. Staff contacted all
four finalists; one declined and another missed the proposal
deadline. Ms. Schwartz stated that she asked the artists to create
designs for both the single cabinet on Fred Waring Drive and
College of the Desert and the set of two cabinets on Fred Waring
Drive and Town Center Way. Bijan Masoumpanah presented his
design proposal of bighorn sheep for the set of two cabinets on
Fred Waring Drive and Town Center Way, and a design of a cactus
in bloom for the single cabinet on Fred Waring Drive and College of
the Desert. Mr. Masoumpanah stated that both designs will wrap
on all four sides of the cabinets. Ms. Bate presented her proposal
of skyscapes with each side representing a different season for the
single cabinet in front of College of the Desert. She proposed
skyscapes representing a design of dawn and a sunset for the set
of traffic signal cabinets on Fred Waring Drive and Town Center
Way that would expand between the two sets of cabinets. There
was discussion from a few of the Commissioners that they
preferred Mr. Masoumpanah's design of the bighorn sheep for the
single cabinet at Fred Waring Drive and College of the Desert.
Commissioner Thompson asked if people would mistake the
bighorn sheep as the mascot for the College of the Desert (COD).
The Commission considered the set of cabinets on Fred Waring
Drive and Town Center Way.
It was moved by Commissioner Darby and seconded by
Commissioner Thompson to select the proposa/ of the Bighorn
Sheep by Bijan Masoumpanah for the /ocation at Fred Waring Drive
and Town Center Way.

Commissioner Darby expressed her concern that the design of the
bighorn sheep at the corner of Fred Waring Drive and College of
the Desert could be interpreted as COD's mascot.
Motion was denied with a 2-4 vote. Motion FAILED by a 2-4
vote, with Commissioners Darby and Thompson voting YES and
Commissioners Boren, Bussing, Hough, and Miler voting NO.
After much discussion, it was the consensus of the Commission to
have Jeni Bate's design painted on the set of traffic signal cabinets
at Fred Waring Drive and Town Center Way using a lighter color
palette.
It was moved by Commissioner Hough and seconded by
Commissioner Miller to have Artist Jeni Bate paint the proposed
design on the set of two traffic signal cabinets on the northwest
corner of Fred Waring Drive and Town Center Way using a lighter
co/or palette. Motion carried unanimously.
There was discussion of Mr. Masoumpanah's proposal of the
bighorn sheep for the single traffic signal cabinet on Fred Waring
Drive and College of the Desert as the proposal was originally for
the set of two cabinets on Fred Waring Drive and College of the
Desert. Mr. Masoumpanah said he can adjust his design of the
bighorn sheep to fit on the single cabinet.
It was moved by Commissioner Hough and seconded by
Commissioner Bussing to have Artist Bijan Masoumpanah paint the
bighorn sheep on the sing/e traffic signa/ cabinet on Fred Waring
Drive and College of the Desert. Motion was carried by a 4-1-1 vote
with Commissioner Darby voting NO and Commissioner Thompson
ABSTAIN/NG.
Ms. Schwartz reported that the Commission's recommendation will
go to City Council at its meeting of October 10, 2013.
Ms. Schwartz stated she would contact the College of the Desert
inquiring if the representation of the bighorn sheep would confuse
people and make them think that it is the school's mascot.
X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery
Ms. Schwartz reported that there was a gallery opening on Monday,
September 16 for James Campbell, Grant McMillan, and Gary

Rosenblum. Ms. Schwartz thanked the Commission members who
attended.
B. Docent Program
Ms. Schwartz announced that she has a call out for docents.
Ms. Thompson reported that a group of 150 students from the Palm
Springs Unified School District will be taking docent led tours of the
EI Paseo Exhibition in September and October.
XI. REPORTS AND REMARKS
A. STAFF
Ms. Schwartz showed the 2014 Americans for the Arts Year in
Review DVD to the Commission.

Commissioner Thompson moved to adjourn the meeting at 10:40 a.m.
Motion was seconded by Commissioner Bussing.
